We are looking to hire a Transaction Manager for the Division of Human Resources. This position will oversee all personnel transactions, liase with Central Management Services and other state agencies, review and approve subordinates work, train all transactions staff and oversee the Unemployment Compensation Program. - Serves as the Transaction Manager for the Department of Natural Resources, organizes, plans, executes, controls and evaluates the agency�s Transaction process
- Serves as a full line supervisor
- Provides training to transactions staff including but not limited to the calculation of general increases, step increases, salaries and salary adjustments
- Prepares and tracks information and documentation relative to E-Pars for the Agency
- Administers the Department�s Unemployment Compensation Program
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration or human resources.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in human resources in a public or business organization.

- Two (2) years of professional experience processing and managing State of Illinois personnel transactions processes, including facilitating a full range of employment actions for State of Illinois employees or similar personnel transactions processes.
- Two (2) years of professional experience utilizing, interpreting and applying the State of Illinois CMS Transactions Manual or similar personnel transaction manual to process personnel transactions.
- Two (2) years of professional experience utilizing personnel related computer systems, including Personnel Examination and Eligibility Records System (PEERS), Human Resources information System (HRIS) or similar personnel-related systems to research, process and track personnel transactions.
- Two (2) years of professional experience utilizing, interpreting and applying State of Illinois Personnel Code, Rules, Pay Plan, and Collective Bargaining Unit Agreements (CBAs) or similar codes, rules, plans, and agreements to process and manage personnel transactions.
- Two (2) years of supervisory experience including assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
- Ability to develop and maintain cooperative working relationships, while coordinating with relevant agencies or departments to resolve discrepancies and prevent payroll discrepancies
- Two (2) years of working knowledge and experience processing personnel transactions, including onboarding/offboarding, promotions, LOAs, transfers, salary adjustments, et al.
