Supervising Construction CoordinatorThe Public Works DepartmentThe Public Works Department consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The department reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

Definition
Under direction, plan, organize, supervise and participate in the work of a unit of the Construction Engineering Section; perform contract administration work for the construction phase of public works projects and developments.
Class Characteristics
This non-management, working supervisor classification is characterized by the responsibility to act as a team leader in the Construction Engineering classification series, and to perform contract administration for public works construction projects and developments. Incumbents are responsible for planning and organizing their work; review is periodic, usually upon employee initiative when problems involve significant changes from past procedures, or policy implications, with the employee expected to provide alternative solutions. It is distinguished from Senior Engineering Specialist by the latter's responsibility to perform advanced journey level technical engineering work, project administration, and lead work in the Development Review and/or Design Sections of the Public Works Engineering Division. It is distinguished from Senior Construction Inspector by the latter's responsibility to provide direct customer service through the performance of field inspections.

Knowledge of: Field construction practices; accepted industry standards, terminology, and procedures for public works construction projects; characteristics of materials commonly used in street and highway construction; surveying and construction staking (grade-setting and checking) practices; soils and construction material characteristics; construction safety standards; CalTrans Traffic Control Devices Manual; CalTrans standard specifications; blueprint reading; technical report writing; federal and state requirements and procedures for administering State and Federally funded construction projects at local levels; group dynamics and principles and practices of supervision.
Skill in: Driving an automobile; operating a two-way radio; using drafting equipment; keyboarding.
Ability to: Supervise the work of other Construction Engineering staff; organize and prioritize work; perform mathematical calculations up through plane geometry and trigonometry; read maps, plans, and drawings; determine and verify elevations using hand level; calculate elevations involving algebraic functions; organize and prioritize work; resolve conflicts; learn city encroachment and underground ordinances, standard specifications, processes, and procedures; learn state and federal labor standards and reporting requirements as applied to public works contracts; learn to operate word processing and spreadsheet software; identify problems, evaluate alternatives and arrive at logical decisions; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; read and interpret blue prints, complex regulations, and technical documents, including plans and specifications; prepare verbal and written reports; understand and use standard engineering and hand held tools used in Public Works Construction Inspection.
Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
Education/Experience
Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Completion of an A.A. degree in civil engineering, construction management, or a field related to the inspection of construction, and four years experience in construction inspection, and/or field engineering. Graduation from an accredited high school and four years of construction or field engineering experience doing construction inspection, construction supervision and related office work may be substituted for the A.A. degree. Training and/or lead supervisory experience is highly desirable.
Licenses/Certificates/Special Requirements
Possession of a valid Class C California driver's license is required. Failure to maintain this license shall result in discipline up to and including termination.
