This position is located in the Regulations & Public Records Unit within the Office of Legal Affairs. The Office of Legal Affairs provides legal guidance, representation, and services designed to support the organization with decision-making and mitigation of legal risk. The Regulations & Public Records Unit coordinates all rulemaking activities and public records act requests across the organization, and provides legal, administrative, and logistical services to support regulations from inception to adoption.

Under general supervision of the Staff Services Manager II within the Regulations & Public Records Unit and general direction from the Assistant Chief Counsel and Chief Counsel within the Legal Affairs Office, the Staff Services Manager I acts as the Records Management & Technical Analysis Supervisor. The incumbent is responsible for planning, organizing, and directing the work of Records Management & Technical Analysis staff, and additionally responsible for developing and coordinating sensitive and complex staff work relating to Public Records Act (PRA) requests, development of regulations, records management, and technical analysis on legal matters for dissemination to CalRecycle executive management, CalRecycle administrative offices, external state agencies, the Legislature, the Governor’s Office, and the public.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.

Beginning July 1st, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.
