General Description

The Training and Development Manager performs highly advanced (senior-level) work to manage employee training and development programs. Work involves overseeing the development and evaluation of professional development, education, and training programs at the Railroad Commission of Texas. This includes the creation, maintenance, review, and revision of internal learning and development materials, systems, programs, and processes. This position reports to the Chief Administrative Officer and works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Duties

• Oversee all aspects of training and development for the agency, to include identifying and monitoring training needs; designing, planning, and implementing training programs; and implementing policies and procedures to fulfill those needs.
  
• Manage the delivery of the internal learning and development needs of all employees, aimed at upholding the RRC core values and meeting overall strategic goals.
  
• Manage the Training and Development (T&D) team by setting clear goals and objectives, monitoring performance and providing coaching when required.
  
• Manage contracts for training services from negotiation to implementation, working to reduce cost and secure discounts.
  
• Manage a $2M training budget, ensuring training is allocated to the correct agency divisions and programs.
  
• Develop and maintain systems and processes to ensure that learning needs are identified and met and that all learning is planned, implemented, and evaluated.
  
• Lead, develop, and evaluate a comprehensive in-house leadership development program to cultivate skill development of high-potential staff.
  
• Establish methods to continuously review all training to ensure the needs of the agency are met.
  
• Manage the Learning Management System (LMS) including adding courses into the system, documenting attendance, and follow-up. As needed, research new Learning Management System (LMS) vendors, make recommendations and manage the implementation of the vendor selected.
  
• Analyze and act on information to proactively manage agreed standards, training activity reports, and action plans for all learning and development activities.
  
• Meet regularly with stakeholders to ensure training needs are met and budget needs are met.
  
• Work with agency leaders to create a long-term strategic training and development plan for the agency.
  
• Research and recommend new training programs as required.
  
• Plan, coordinate, design, and deliver training sessions, using expert presentation, coaching, and facilitation skills.
  
• Audit training courses to ensure standards are met.
  
• Act as a role model by demonstrating leadership, and knowledge and representing RRC in a professional manner.
  
• Attend relevant training courses, workshops, meetings, and seminars as required.
  
• This position requires occasional overnight travel.

Qualifications Minimum Qualifications

• Bachelor�s Degree in Adult Education, Human Resources, Instructional Design, Organizational Development, or other relevant degree and/or relevant coursework in professional development and training.
  
• Experience developing or managing professional training programs.
  
• Experience training and developing staff at all levels.
  
• Experience in designing and implementing an end-to-end training and development strategy.
  
• Experience and education may be substituted for one another.
  

Preferred Qualifications

• Experience working in a Texas state agency.
  
• Knowledge of the Railroad Commission�s mission and regulatory functions.
  
• Experience implementing a Learning Management System.
  
• Experience with project management.
  

Knowledge, Skills, and Abilities

• Knowledge of, and demonstrated skill in, managing training records and creating reports.
  
• Knowledge of, and skill using a Learning Management System and competent user of Microsoft Office and Outlook.

Work Environment

• Primarily indoors with heating and cooling regulated in a general office environment.
  
• The noise level in the work environment ranges from low to moderate.
  

Physical Requirements

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

• Ability to reach high and low
  
• Open, close and retrieve files from file cabinets as well as operate computer keyboard and appropriate office equipment.
  
• Must walk/stand for considerable amounts of time and lift 20 pounds.
  
• Must be able to set up training rooms according to the trainer�s specifications, including moving chairs, securing sound equipment and other materials.
  

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
