Position Summary


This position provides varied and complex technical and clerical support to the staff of Pacific Charter Institute. The HR Technician completes human resource functions for all staff under PCI. The HR Technician follows PCI policies and procedures to complete tasks following personnel practices and current legislation and laws.


Essential Job Functions (Duties and Responsibilities)


.Assist with recruitment function, which includes resume screening, interview coordination, selection, processing, orientation, and placement of staff, as needed.


.Respond to employee and management questions and needs, by way of phone, email and/or meetings and training sessions.


.Assist in research, development and analysis of compensation and salary schedules as needed.


.Assist with benefits administration (medical, dental, vision, supplemental plans, 401k).


.Perform a wide variety of complex duties related to the daily HR functions.


.Assist and monitor compliance of current certifications, licensure, insurance to ensure staff are properly certified for their position.


.Compile, prepare and organize a variety of documents or reports as needed with HR data.


.Participate and/or coordinate meetings/trainings/workshops and/or conferences for the purpose of expanding HR knowledge within and outside of PCI.


.Input and update data for manual and computerized employee records management.


.Assist Director of HR as directed to serve as an internal consultant to staff regarding personnel and/or performance issues and issues that affect business and relationships.


.Ensure all personnel practices comply with state and federal laws, regulations, and board policy.


.Establish/maintain/update individual personnel files.


.Calculate and maintain pertinent employee information (compensation, eligibility requirements, certifications, workers comp records, unemployment claims).


.Organize, prepare, and maintain payroll record information for certificated and classified personnel.


.Assist staff regarding types of leave (personal, medical, FMLA, unpaid) and benefits associated with leave.


.Provide and prepare a wide variety of subject materials including information and data that may be privileged and/or sensitive in nature.


.Provide assistance with programs, policies, practices, and processes associated with meeting the strategic and operational employee issues of the organization.


.Familiar with Commission on Teacher Credentialing procedures and policies.


.Assists the Director of HR to ensure the organization is compliant with changing laws.


.Assist with required training for all employees.


.Performs other related duties as assigned that support the overall objective of the position and the department.


Education, Experience, and Requirements


.High School Diploma (AA or BA preferred), or equivalent work experience.


.Minimum three years of full-time clerical experience, including at least two years of experience performing technical human resources tasks.


.A valid driver’s license, evidence of vehicle insurance, and a reliable mode of transportation is required.


.Must complete all required mandatory trainings for school employees


Knowledge/Skills/Abilities


.Knowledge of human resources policies, practices and HR related laws and regulations.


.Knowledge of major health benefit programs including dental and vision plans.


.Knowledge of retirement systems including CalSTRS, CalPERS, and 401k plans.


.Knowledge of modern office methods & equipment, computers & application software.


.Knowledge of effective project management skills.


.Knowledge of state/federal benefits and leave programs (SDI, FMLA, PFL).


.Knowledge of practices and procedures of payroll and benefit administration, record-keeping, and filing.


.Interpersonal skills utilizing tact, patience, and courtesy.


.Effectively and efficiently perform highly responsible administrative functions, duties, and activities with attention to detail.


.Perform a variety of complex human resources functions requiring the exercise of judgement in applying policies and regulations.


.Skilled in oral and written communication, using tact and diplomacy to build trust and credibility.


.Knowledge of recruitment, screening, interviewing, and onboarding process of applicants.


.Able to work with discretion and confidentiality.


.Able to deal with a variety of projects simultaneously.


.Able to establish and maintain cooperative and effective working relationships with individuals and groups.

.Digital Literacy: Proficiency in using standard office software, including word processors, spreadsheets, and presentation software.


.Educational Platforms: Ability to navigate and utilize educational software and platforms such as learning management systems (LMS), student information systems (SIS), and online curriculum resources.


.Communication Tools: Proficient use of tools such as email, educational blogs, online discussion boards, and video conferencing software.


.Internet and Research Skills: Ability to conduct online research and capable of critically evaluating the credibility and relevance of information sources.


.Digital Citizenship: Understanding of appropriate and ethical behavior online, including privacy, security, and the norms of digital communications within an educational context.


.Adaptability to New Technologies: Willingness and ability to learn new software, apps, and technologies as they are adopted by the school system.


Preferred Skills:


.Experience with specific educational technologies such as PowerSchool/PowerTeacher, Google Classroom, Zoom/Microsoft Teams, Microsoft 365, ParentSquare, etc.


.Familiarity with assistive technologies and tools that support diverse learning needs.

Physical Requirements


The physical requirements below are necessary to perform the essential functions. Reasonable accommodation will be made to enable a person with a disability to perform these functions.


.Work environment requires frequent travel to various locations locally, and in the surrounding counties, to meet with students and/or families, PCI staff, and other educational stakeholders. Requires willingness and ability to work in small work areas, varying temperatures and around noise and other people.


.Sufficient physical mobility to enter/exit a vehicle and drive to various locations locally and to surrounding counties. to move about in sometimes crowded spaces, move over uneven ground, move in/about students' homes and other public places, and access various floors in buildings.


.Sufficient mobility to bend, stoop, push/pull, lift, stand, and walk on an occasional basis to file, move equipment and/or supplies or take work from one location to another.


.Physical, mental, and emotional stamina to work under sometimes-stressful conditions, with frequent distraction and interruptions and deal with angry/upset people in a calm and professional manner.


.Ability to sit for at least two hours at a time to work with students and/or families, PCI staff and other members of the PCI community.


.Able to operate at a high level of concentration with attention to detail for periods of time.


.Ability to transport books, instructional materials, and a laptop computer from home to meetings and student homes/meeting places.


.Sufficient dexterity to operate computers, printers, telephones, cell phones, faxes, and copiers.


.Sufficient hand/eye coordination and manual dexterity to use a wide variety of office and computer equipment, to keyboard and write, file, and maintain records and reports.


.Sufficient hearing to hear and understand students, families, staff, and the public, both in person and on the telephone.


.Ability to speak in an understandable voice with sufficient volume to be heard in normal conversational distance, on the telephone and in addressing groups.


.Sufficient vision to read fine print and figures; to grade and review paperwork; and complete required forms, reports, and paperwork.


All PCI employees must clear the following state-mandated tests as appropriate to their position: TB test, Department of Justice Fingerprinting.
