About the Office of Commissioner Rodney Ellis

There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

What you will do at Precinct One

The Office of Commissioner Rodney Ellis (OCRE) is seeking an experienced and forward-thinking Human Resources Director to lead its human resources operations. This strategic leader will serve as a key partner to the Executive Leadership Team, driving workforce strategy and overseeing critical functions such as talent acquisition, employee relations, performance management, compensation analysis, compliance, and organizational development. Reporting directly to the Chief Operating Officer, the HR Director will play a pivotal role in cultivating a workplace culture that reflects OCRE’s mission, values, and commitment to excellence, equity, and innovation.

Essential Duties & Responsibilities:* Work with leadership to shape a workplace culture grounded in OCRE’s mission and values, and drive workforce strategies including workforce planning, talent acquisition, employee engagement, employee development, and succession planning to support the organization’s mission.

• Provide leadership and oversight for the HR division, ensuring operational excellence and inspiring and developing the team to deliver work that advances organizational goals.
  
• In consultation with leadership, manage employee relations, including conflict resolution, leading internal investigations, disciplinary actions, and grievance procedures, while promoting a fair, respectful and inclusive work environment.
  
• Oversee performance management systems and processes, and employee development programs that support both organizational success and individual growth.
  
• Work with leadership to develop and administer compensation and benefits strategies to support equity, retention, and employee well-being.
  
• Work with partners, including Harris County�s Department of Human Resources and Talent, to develop and support the implementation of HR policies, procedures and practices that ensure compliance with all relevant federal, state, and employment laws.
  
• Manage the HR Division's budget, aligning resources with organizational priorities and ensuring effective, efficient use of funds in support of OCRE's mission.
  
• Monitor and analyze organization HR data and metrics and advise leadership on approaches to address areas of improvement.
  
• Perform other duties as assigned by leadership and support the mission and strategic objectives of the organization.

Requirements

----------------

Education:* Bachelor’s Degree in Human Resources, Business Administration, Organizational Development, or a related field

Experience:* A minimum of 10 years of progressive experience in human resources, talent acquisition, performance management, compensation analysis and organizational culture development

• A minimum of five (5) years in a senior leadership role
  

Knowledge, Skills, and Abilities:* Extensive knowledge of HR laws, regulations, and best practices, equity initiatives, employee development, and effective use of HR technology.

• Proven ability to shape and sustain a positive organizational culture that promotes inclusion, innovation, and high performance.
  
• Proficiency in leveraging HR metrics and analytics to inform decision-making, improve practice, and measure the efficacy of HR initiatives.
  
• Excellent communication and interpersonal skills, with the ability to engage stakeholders at all levels and clearly convey complex HR matters.
  
• Strong organizational and project management skills, with the ability to manage multiple priorities and lead through change with flexibility and resilience.
  
• Expertise in talent acquisition and retention strategies that attract and retain a diverse, top-tier workforce aligned with organizational values.
  
• Demonstrated ability to develop and implement HR strategies that support the organization�s goals
