This position reports to the Franklin County Guardianship office.

The Division of Guardianship makes personal and financial decisions for individuals adjudicated dependent and appointed by the District Courts to the Cabinet for Health and Family Services. The division provides individualized decisions based on the best interest, most appropriate, and least restrictive alternatives for those appointed to guardianship. The department works with a very diverse population, community resources, the court system, community partners, and family members of individuals appointed to guardianship and other Cabinet and department staff in a collaborative relationship. The Department is looking for an individual with the passion to help others.


The successful candidate should be professional, polite, and able to work with a diverse population. The candidate must be able to deal with difficult situations in a calm, respectful manner. They should be responsive, willing to meet each challenge directly, and able to ask for assistance or guidance when needed. The position you are applying for has access to or use of federal tax information (FTI) or meets the statutory definition of front-line staff. Therefore, pursuant to IRS Publication 1075 and 900 KAR 1:009 or KRS 194A.062 and 900 KAR 1:050, applicants for this position in the Cabinet for Health and Family Services (CHFS) shall submit to a fingerprint-based criminal background check by the Department of Kentucky State Police and the Federal Bureau of Investigation.


Responsibilities include, but are not limited to:* Performs limited fundamental tasks the human resource areas of classification, compensation, performance appraisal, payroll, employee benefits, the Family and Medical Leave Act (FMLA), and corrective and disciplinary actions.

  • Learns and gains experience in multiple areas of human resources administration and applicable statutes and regulations; and performs other duties as required.
  • Perform limited duties as a liaison for human resource related functions and communicate information between service regions and divisions, the DCBS Commissioner�s Office, and the Office of Human Resource Management.
  • Performs basic research to interpret and apply laws, regulations, policies, and procedures to regional and divisional management and, or, employees regarding personnel matters.
  • Receives, reviews, and prepares personnel action documents for processing.
  • Performs a preliminary review of employee qualifications to determine if the employee meets the established minimum requirements for job classifications.
  • Learns and becomes familiar with employee benefits to provide technical support to divisional management and, or, employees
  • Performs basic research to interpret and apply laws, regulations, policies, and procedures to provide guidance and, or, documentation needed for appropriate actions to be taken.
  • Assists with the compilation and facilitation of evaluation processes to ensure all evaluations are completed in a timely manner and are in compliance with regulations, policies, and procedures.
  • Completes onboarding of new hires to include providing an overview of the agency, discussing employee benefits, ensuring completion of onboarding documentation (insurance, retirement, tax withholding, I-9, etc.), and providing information for employee self-service.
  • Provide coverage of division phone lines and distribute mail.
  • Provides technical assistance related to time entry and approvals.
  • Run Kentucky, Human Resource Information System (KHRIS) time reports to identify time error issues and advise management and employees for corrections.
  • Updates and reverts flex schedules and shift premium coding, per policy.
  • Serves as mentor for regional administrative specialists and serves as backup as needed.
  • Other duties as assigned.


Preferred Knowledge, Skills, and Abilities:* One year of professional experience in personnel administration, business administration, or management.

  • Administrative, business, research, and, or, clerical experience.
  • Excellent verbal and written communication skills.
  • Excellent computer skills.
  • Attention to detail, being thorough and accurate in completing tasks.
  • Ability to work cooperatively as part of a team.
  • Coordinates and maintains records.


Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.


EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in personnel administration, business administration or management.


Substitute EDUCATION for EXPERIENCE: NONE


Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year for year basis.

Working Conditions

Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
