Under supervision, to identify opportunities for threat mitigation and to develop, analyze, and prepare recommendations; to identify, develop, and review physical fortifications, surveillance, and training; to maintain general security at County of Santa Clara facilities.

Candidates who demonstrate they meet the Employment Standards will be invited to participate in the oral examination tentatively scheduled to be held in late September/early October 2025, however, is subject to change based on the number of qualified applications received.
Typical Tasks

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.


  • Conducts exterior and interior facility security assessments;
  • Responds to County facility security incidents and coordinates with law enforcement; makes safety recommendations or takes immediate steps to support the safety of the affected staff;
  • Recommends security fortifications and procedures for all County owned and leased facilities;
  • Assists with Facilities Security Division administrative duties;
  • Recommends measures to reduce incidents of workplace violence and crime;
  • Tracks all security and safety incidents and prepares reports, as requested;
  • Assists with planning and coordinating security operations for specific events;
  • Reviews reports on security breaches to identify root causes and to develop proposals for improvements;
  • Verifies the security of third-party vendors and collaborates with them to meet security requirements;
  • May act as a resource person and consultant for department, division, and unit managers in matters of facility safety and security;
  • Develops schedules, and conducts safety and security trainings for county staff, including but not limited to active shooter training;
  • Maintains cooperative relationships with County agency and department management, county-wide safety and security departments, and local law enforcement;
  • Reviews project worksheets to ensure appropriate mitigation measures are taken;
  • Maintains working knowledge of County�s current security equipment;
May be assigned as a Disaster Service Worker (DSW), as required;
  • Performs other related duties, as required.


Employment Standards

------------------------


Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:


Training and Experience Note: The required knowledge and abilities are attained through training and experience equivalent to a Bachelor's degree, preferably in Criminal Justice, Business, Public Administration, or a closely related field. Relevant analytical, administrative, lead, supervisory, or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;


and


Three (3) years of law enforcement, military police, and/or security work experience.


Special Requirements


  • Certification from the American Society for Industrial Security (ASIS) International in either the Certified Protection Professional (CPP) or Physical Security Professional (PSP) is desirable;
  • Active Shooter certification is desirable;
  • Emergency response training from Federal Emergency Management Agency (FEMA), Community Emergency Response Team (CERT), or other Federal, State, or locally recognized emergency response training is desirable.
  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver�s license prior to appointment and the ability to qualify for and maintain a County driver authorization.

+ As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help. A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.

Knowledge of:


  • Laws and regulations related to facilities security;
  • Methods and procedures used in criminal and/or incident investigations;
  • Security measures relevant to protection of property, personnel, and visitors;
  • Principles, methods, and techniques governing security operations and relevant State and Federal codes, laws, and local ordinances;
  • Active shooter response planning;
  • English usage, style, grammar, punctuation, and spelling;
  • Common computer systems and applications.
Ability to:


  • Evaluate cost-effective methods for construction and repair of facilities security projects;
  • Interact and communicate effectively with the public, law enforcement personnel, and employees of varied ethnic and social backgrounds;
  • Effectively evaluate and analyze stressful or emergency situations and work effectively to resolve them;
  • Conduct needs analyses and surveys regarding facilities security issues;
  • Develop active shooter response planning policies and procedures for County agencies and departments;
  • Train employees in the areas of facility security and active shooter training;
  • Evaluate incident reports and recommend preventive measures;
  • Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;
  • Establish and maintain effective working relationships with those contacted in the course of work, at all levels, including colleagues, the public, and representatives of other agencies.
