EMERGENCY MANAGEMENT SPECIALIST


General Description


The Emergency Management Specialist supports Kent County’s preparedness and resilience efforts through a part-time contractual role. This position assists with emergency planning, training coordination, and public outreach related to emergency management. Under the guidance of Emergency Management Division staff, the specialist provides project-based support and performs a variety of technical and administrative tasks to enhance the County’s ability to prepare for, respond to, and recover from emergencies and disasters. This position reports directly to Assistant Director of Public Safety Emergency Management Division.


This position is a part-time/contractual position


Duties and Responsibilities


Emergency Planning & Preparedness Support


  • Assist with updating and maintaining emergency plans, procedures, and resource databases.
  • Support the review and coordination of components of the Multi-Hazard
  • Participate in coordination efforts with public safety agencies, local jurisdictions, and other stakeholders.


Training, Exercises & Outreach


  • Support the planning and delivery of training sessions, drills, and exercises aligned with NIMS/ICS standards.
  • Assist with the coordination of public education and preparedness campaigns.
  • Help maintain training records and documentation.


EOC and Response Support


  • Assist during Emergency Operations Center (EOC) activations under staff direction (as needed).
  • Provide logistical and documentation support for response and recovery activities.
  • Participate in post-incident reviews and after-action documentation.


Project & Grant Support


  • Support data collection and reporting related to emergency management grants.
  • Assist in maintaining grant files, deliverables, and timelines as assigned.


Communications & Technology Support


  • Assist with updating emergency notification systems, resource lists, and GIS-based tools.
  • Provide support for social media content and community messaging related to preparedness.


Additional Requirements:


Candidates must meet the following additional qualifications:


  • Successful completion of the Kent County selection process, which includes a comprehensive psychiatric examination, a physical examination, and physical agility testing.
  • Successful completion of written, oral, and practical examinations.
  • A thorough background investigation, encompassing driving records, criminal history, and credit history.
  • Ability to comprehend and execute both oral and written instructions accurately.
  • Proficiency in preparing precise and comprehensive written reports.
  • Demonstrated ability to perform minor maintenance tasks on emergency vehicles.
  • Maintenance of a good driving record, subject to review and determination by the County.
  • Exemplary moral character, as determined by background investigation.
  • Demonstration of a high degree of dependability and a strong work ethic.
  • Capability to effectively contribute as an integral part of a team.
  • Possession of sound judgment, integrity, and tact in all professional interactions.
  • Operational knowledge of personal computers and pertinent software applications.
  • Commitment to regular and timely attendance.
  • Consistent performance of all duties in a safe and responsible manner.


Minimum Qualifications:


  • Associate�s degree in Emergency Management, Public Safety, or related field preferred.
  • One (1) or more years of experience in emergency management, public safety, or a related field preferred.
  • Equivalent combinations of education and experience may be considered.


Knowledge, Skills, and Abilities:


  • Basic knowledge of emergency management principles and practices.
  • Familiarity with NIMS, ICS, and EOC functions preferred.
  • Strong organizational, communication, and computer skills (e.g., Microsoft Office).
  • Ability to work independently within assigned tasks and timelines.


Physical and Environmental Conditions


The work environment for this position is diverse and dynamic, often exposing the incumbent to varying conditions:


  • Work Settings: Duties are performed across a variety of environments, including EMS stations, dedicated supply rooms, warehouses, outdoor areas, and occasionally at the scene of emergency incidents or large public events.
  • Environmental Exposure: Conditions may involve exposure to extreme temperatures, inclement weather, elevated noise levels, and potential hazards such as active moving vehicles or heavy equipment.
  • Personal Protective Equipment (PPE): The role necessitates the regular use of appropriate personal protective equipment (PPE), including but not limited to gloves, safety goggles, and masks, particularly when handling medical supplies or operating in environments with potential exposure to biohazards or airborne pathogens.
  • Physical Demands: The position requires significant physical exertion, including regular lifting, pushing, and moving of heavy equipment or supply containers (up to 100 pounds). Frequent bending, reaching, and climbing stairs are also required.
  • Vehicle Operation: Duties include the safe operation of County vehicles, specifically support units and trailers, which involves extended periods of sitting, driving, and the manual loading and unloading of equipment.
  • Work Schedule: Occasional work during nighttime hours, weekends, or during emergency deployments, including support operations at mass gatherings or disaster scenes, may be required


Special Certifications and License Requirements·


  • Must possess and maintain current American Heart Association (AHA) Basic Life Support (BLS) certification.
  • Must successfully pass physical strength and agility testing to qualify for and retain the position.
  • Must successfully pass testing for infectious diseases.
  • Must possess and maintain a valid state driver�s license with an acceptable driving history.
  • Completion of the following FEMA courses within 6 months of assignment (if not already completed): IS-100.C, IS-700.B, IS-800.D, IS-2200
