This is a Department Head level position, under the general supervision of the Mayor providing professional, administrative and supervisory work in developing and implementing the programs and services for Veteran’s Services in Gardner to meet the needs of the community.


Essential Functions


Administers and directs program services for veterans including transportation, social services, health services, educational and recreational programming, managing volunteer opportunities, tax assistance and other identified programming.


Develops, promotes, and implements a diverse range of service programs that address the ever changing needs of populations served. Monitors and evaluates existing programs through client surveys and feedback; assesses programs for improvements and relevance.


Counsels veterans on their rights and obligations and assists in preparing necessary applications for assistance. Supervises and assists in the review of military discharges.


Reviews veteran's administration records and related documents to determine eligibility for assistance.


Prepares and manages departmental budget, administers grant funding and fulfills compliance reporting, prepares reports on disbursements and status reports, performs research and identifies potential new sources of revenue; prepares grant applications for federal, state and private funding entities.


Supervises employees engaged in veteran services activities, responsible for recruiting, hiring, training staff; and, for the supervision and performance evaluation of staff and independent contractors. Acts as burial agent and coordinator of Memorial Day program.


Represents the City of Gardner at various veteran related meetings such as: meetings, ceremonies, and conferences as needed.


Directs building operations including staffing, maintenance, and scheduling of space.


Develops and sustains positive relationships with government agencies, service providers, and community groups by attending meetings.


Serves as public relations officer for veteran’s services and responds to media requests, prepares and reviews press releases.


Keeps abreast of latest developments regarding veterans; attends trainings, workshops, conferences and related activities to expand knowledge.


Performs similar or related work as required, directed or as situation dictates.


Education, Training and Experience:


Bachelor’s Degree in Social Work, Human Services, or related field, 5 - 7 years of progressively responsible professional and administrative experience in the field of human services, including management and program planning; or any equivalent combination of education and experience. Social Work License preferred, CPR/AED/First Aid Certification;


Special Requirements:


Must possess a valid motor vehicle operator’s license.


Must be a United States Veteran in accordance with the definition of Massachusetts Veteran [MGL c. 4, section 7, cl. 43 as amended by the Acts of 2005, chapter 130].


Must serve as Graves Officer.


Knowledge, Ability and Skill:


Knowledge: Thorough knowledge of the federal, state and local resources available to veterans and their families. Working knowledge of federal and state regulations pertaining to programs for veterans including Chapter 115 of Massachusetts General Laws. Knowledge regarding the needs of veterans. Knowledge of office equipment and the operation of computer software applications.

Pay: $64,991.14 per year
