POSITION: Director of Facilities and Maintenance


IMMEDIATE SUPERVISOR: Executive Director for Facilities Planning


FLSA STATUS: Exempt


EMPLOYMENT TERM: 261 Days


SALARY: Pursuant to WV Code §18A-4-2, in accordance with Kanawha County Schools Administration Salary Schedule, commensurate with experience and education level.


EVALUATION: Performance in this position will be evaluated by the Deputy Superintendent and in accordance with WV State Code §18A-2-12, WV State Board Policy 5310, and KCSBOE Policy Performance Evaluation of School Personnel - Administrative Procedures.


JOB SUMMARY: Collaborate closely with the Executive Director to guide the planning, construction, and operation of all schools and facilities owned by the Kanawha County Board of Education. Provide leadership in facilities management and oversee the design, planning, and execution of architectural and engineering projects for the Board of Education. Direct the procurement of related professional services to support these initiatives.


GENERAL PERFORMANCE REQUIREMENTS AND RESPONSIBILITIES:

PERFORMANCE RESPONSIBILITIES: Essential Job Duties.* Coordinate systemic plans for building repairs and upgrades across all facilities and systems.
  • Assist in scoping development for facility improvement projects.
  • Lead planning and execution of renovations, expansions, and new construction.
  • Assist and manage aspects of CEFP (Comprehensive Educational Facilities Plan) planning.
  • Develop and maintain facility component standards.
  • Provide design services or oversee contracting of design services.
  • Manage construction contracts and report progress to the Executive Director.
  • Oversee projects handled by Facilities Planning, Operations Division, or external contractors.
  • Work with the Executive Director to develop cost estimates for construction and operations.
  • Schedule and supervise routine inspections, preventive maintenance, and emergency repairs.
  • Ensure compliance with local, state, and federal regulations including building, life safety, and environmental standards.
  • Improve quality and performance of materials and equipment through utilization and performance evaluation.
  • Property management and development.
  • Supervise the Departments of Facilities Planning, Construction, and Facility Operations.
  • Supervise Coordinators for Planning, Construction, and Operations, along with administrative staff.
  • Develop and manage budgets for operations, capital improvements, and repairs.
  • Manage and report compliance issues and solutions to relevant parties.
  • Prepare and distribute management and operations reports to the Executive Director.
  • Review staffing patterns to ensure optimal personnel allocation.
  • Participate as a member of various Facility Management Teams.
  • Coordinate space planning and allocation to support efficiency.
  • Manage school improvement surveys (Needs Assessments).
  • Maintain accurate records of facility operations, inspections, warranties, and service contracts.
  • Manage relationships with contractors, vendors, and service providers.
  • Perform additional tasks as assigned by the Executive Director of Facilities.
  • Exceptional communication and coordination skills to liaise with architects, engineers, clients, and regulatory agencies.

QUALIFICATIONS:* Bachelor's Degree in Architecture, Engineering, or Construction Management preferred; OR Equivalent combination of education and experience that demonstrates competency in construction oversight and project delivery.

  • Proven experience - ten years or more - supervising construction projects, including coordination of subcontractors, adherence to timelines, enforcement of safety standards, and quality assurance.
  • Demonstrated leadership in field operations, site management, and problem-solving under dynamic conditions.
  • Strong proficiency in construction management software (e.g., Procore, Buildertrend, or equivalent) with the ability to track schedules, budgets, inspections, and documentation.
  • Familiarity with Computer-Aided Drafting and Design (CADD, Revit, or equivalent) software for reviewing and understanding design documents.
