The Juneau Trial Court of the Alaska Court System (ACS) seeks a highly motivated and detailed individual to represent the court's mission as Clerk of Court 4 (SR 18). The incumbent will plan, implement, direct, and monitor all non-judicial activities of the court which will include direct management and supervision of a Chief Deputy Clerk, Court Supervisor, Court Case Managers, and Courtroom Judicial Assistants.

Employees transferring from another State of Alaska agency or applicants with prior legal work experience or education in the legal field may receive consideration for advance step placement. Major Duties and Responsibilities Trial Court Management & SupportThe incumbent will provide professional technical support, leadership, and supervision for various functions of the clerk's office. This includes processing all types of cases: criminal, civil, small claims, minor offenses, probate, and children's cases. You will ensure compliance with all court rules and First District policies and procedures. In addition, you will work closely with the Chief Deputy and the In-Court Supervisor to guarantee that case managers deliver high-quality work and excellent customer service.Your responsibilities will include managing case flow within the court. You will analyze, evaluate, monitor, and propose methods for improvement. Additionally, you will prepare required reports on case flow, including the initiation and completion of cases, overtime, and jury trial statistics. You will review statutes, bills, rules, codes, policies, and procedures, applying them as necessary. Collaboration with the Area Court Administrator (ACA) and judges will be essential to implement new procedures. You will also be required to attend court conferences, monthly clerk teleconferences, and training sessions as needed. Furthermore, you will serve as the Probate Registrar for the Juneau court and will review and rule on cost bills.Human Resources ManagementYou will be responsible for allocating work, preparing and updating position descriptions, and managing the recruitment, hiring, discipline, counseling, and evaluation of clerical staff. Additionally, you will monitor compliance with administrative and personnel rules and policies, ensuring accurate timesheets and adherence to leave policies. Your duties will include training new employees on their job responsibilities and updating current employees on new procedures. You will also serve as a backup, covering all desks as needed on a daily basis and during staff absences. It is essential to maintain a thorough knowledge of court operations for both backup work and training purposes. Furthermore, you will plan and conduct weekly staff meetings focused on various topics aimed at enhancing knowledge, skills, morale, and effective communication among the Juneau court staff. You will also be responsible for receiving and addressing employee complaints and grievances, conducting investigations as necessary, and following established grievance procedures.Facility and Materials ManagementYou will be responsible for operating, troubleshooting, and updating the computer systems and records. Additionally, you will address most facility-related issues and coordinate with the ACA and Facilities Manager when problems occur. You will also receive and respond to requests for the use of court facilities, ensuring compliance with Administrative Bulletins and ACS Facilities policies. Furthermore, you will prepare and prioritize the Juneau court’s annual budget for submission to the ACA.External Public Relations and Other ResponsibilitiesYou will handle and respond to complaints from the general public, parties involved, attorneys, judges, and others regarding the Juneau Trial Court. Additionally, you will attend bar association meetings to promote communication and attend to other matters as assigned by the Area Court Administrator (ACA), Presiding Judge, or other judges. This may include personnel matters, special projects, research, and various requests for information and assistance as needed.The ideal candidate will possess the following knowledge, skills, and abilities. Please detail how you possess these traits in the required letter of interest.Recent supervisory experience which includes assigning and delegating work, setting priorities, and mentoring staff.Project management experience.Experience prioritizing objectives and working efficiently throughout interruptions.Experience working with high-priority, confidential, or sensitive information.Ability and demonstrated experience in successfully training staff.Strong oral and written communication skills.Experience researching and analyzing federal and state laws, regulations, and/or court cases.Advanced competency in MS Office software. This position is in the partially-exempt service; the incumbent serves "at-will" to the hiring authority. The work hours for this position are Monday - Friday, 8:00 a.m. to 4:30 p.m. with a one-hour lunch break. EXAMPLE OF DUTIES


A high school diploma or General Educational Development (GED) certificate AND four years of administrative level work experience, of which two years must be at the level equivalent to a Clerk of Court 3 or Court Supervisor 4 with the Alaska Court System or similar work experience with another employer. ORA bachelor's degree from an accredited college in business administration, public administration, criminal justice, or a closely related field AND two years of administrative level work experience. The required work experience is met by service such as a Clerk of Court 3 or Court Supervisor 4 with the Alaska Court System or similar work experience with another employer.
