Positions Supervised


Provides direct supervision to clinical managerial staff serving children, adolescents, and adults across all three counties. This includes oversight of the Outpatient Director, Crisis Service Director, and Auxiliary Service Director.

General Position Description


The Chief Programs Officer (CPO) is a key member of the executive leadership team, responsible for strategic oversight and operational leadership of all direct care services addressing mental health and substance use disorders (MH/SUD). This role ensures the delivery of high-quality, evidence-based care while promoting interdepartmental collaboration and innovation. The CPO drives program development and expansion to meet evolving community needs and is accountable for the financial viability and long-term sustainability of all clinical programs. This includes aligning clinical operations with fiscal goals, optimizing resource utilization, and contributing to strategic planning and workforce development.


Performance Expectations & Core Competencies


1. Monitors and evaluates clinical service lines to ensure adherence to best practices, risk management protocols, and financial sustainability. Develops and implements strategies to ensure long-term programmatic viability, including cost-effectiveness, revenue optimization, and service efficiency.


2. Leads the development, implementation, and monitoring of clinical standards from hiring through ongoing employment to ensure staff competency and service excellence.


3. Oversees the creation and execution of a competency-based training program and ensures ongoing staff evaluation and professional growth.


4. Collaborates with the CFO to manage fiscal planning, budget oversight, and financial forecasting for all clinical service lines. Ensures program budgets align with strategic goals and community needs.


5. Explores and develops new service opportunities in partnership with community stakeholders, aligned with organizational goals and financial feasibility.


6. Cultivates strong relationships with external partners to ensure Phoenix Counseling Center remains responsive to community needs and funding opportunities.


7. Maintains active licensure and ensures compliance with all professional and regulatory standards.


8. Completes and maintains all necessary documentation for insurance paneling.


9. Actively participates in required meetings and contributes to organizational decision-making.


10. Provides administrative leadership for all applicable grants, ensuring compliance, performance, and alignment with financial sustainability goals.

Key Performance Indicators (KPIs)


  • Maintain agencywide nonbillable time under 20%.
  • Ensure 90%+ of all direct service staff meet productivity benchmarks monthly.
  • Maintain 100% compliance with internal and external clinical documentation standards, including timelines and quality.
  • Keep clinical program budgets within ±5% of projected targets.
  • Achieve 95%+ compliance across all programs with regulatory and accreditation standards.
  • Maintain staff retention rate of at least 85% in clinical departments.
  • Complete annual performance reviews and supervision documentation with 100% compliance.
  • Ensure timely initiation and implementation of corrective action plans for any identified program deficiencies (within 30 days).
  • Ensure 90% or greater consumer satisfaction as measured through organizational feedback tools.


Knowledge & Skills

Knowledge of:


  • NC behavioral health regulations including APSM 301, 452, 951, 952; 10NCAC27G; NC Medicaid Clinical Service Definitions.
  • CARF behavioral health standards.
  • Clinical supervision requirements for NC licensure.
  • Financial principles related to behavioral health program management.
  • Information management systems and technology applications in behavioral health.

Qualifications


#

Minimum Requirements:


  • Master�s degree in behavioral science from an accredited institution.
  • Active NC license in social work, psychology, counseling, or related field.
  • Clinical supervision certification.
  • Minimum of five years of experience in clinical supervision and program management.
  • Demonstrated experience in managing larger programs and complex, multiservice lines within behavioral health settings.

Preferred Qualifications:


  • Advanced degree in Business, Health, or Public Administration.
  • Proficiency in Microsoft Office applications (Access, Excel) and other database software.

Additional Requirements


  • Experience in mental health treatment and ability to function independently as a clinician.
  • Strong documentation, communication, and organizational skills.
  • Valid driver�s license and ability to travel.
  • Proficiency in computer use for job responsibilities.
