The

Department of Environmental Services (ENV), is looking for a Chief of Refuse Collection and Disposal in Kapolei. As the Refuse Division Chief, you'll work under the general direction of the Director and Deputy Director of ENV to plan, organize, direct, and coordinate the activities of solid waste programs, including refuse collection, disposal, and oversight of the department's waste-to-energy and landfill facilities.


Key Responsibilities* Acts as principal advisor to the Director on matters related to solid waste programs.
  • Develops, recommends, and implements operating policies and practices consistent with City policies and ordinances and State and Federal statutes and regulations.
  • Develops, recommends, and executes systems, practices, and methods to effectively provide solid waste service to the community consistent with City policy.
  • Develops, recommends, and implements solid waste resource recovery (energy and materials recovery) systems.
  • Oversees development of and management of contracts and agreements with government agencies and private businesses and disposal services.
  • Directs the performance of solid waste collection, treatment and disposal systems and operations, evaluating effectiveness and making appropriate changes and improvements in route design, work schedules, methods and practices consistent with management goals and union agreements.
  • Evaluates present and future program requirements for expansion and/or change.
  • Reviews and evaluates technical consultant reports concerning treatment and disposal processes and methods, equipment application, and plant design, and insures that design and construction satisfy operational requirements.
  • Directs the preparation of operating and capital budget requests and justifications for the solid waste program.
  • Develops, recommends, and implements a CIP program consistent with an approved Solid Waste Master Plan.
  • Prepares legislative and other proposals pertaining to solid waste.
  • Keeps abreast of developments in the field of solid waste and oversees development, recommendation, and implementation of solid waste management plans in accordance with the integrated solid waste management principles and waste reduction and recycling goals set by County, State and Federal laws and to include management of hazardous wastes, household hazardous wastes, medical wastes, sewage sludge and other special wastes.
  • Responsible for the City Disaster Debris Management Program, as part of the Department and City emergency management program, including coordination with Federal, State, and County agencies, private contractors and land owners.
  • Performs other related duties as required.


Special Work Requirements* Will serve as a Disaster Response Worker during declared civil defense emergencies.

Minimum Qualification Requirements

EDUCATION REQUIREMENT


Equivalent to graduation from an accredited four-year college or university with a bachelor’s degree.


Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.


For example:

1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.

2. Four (4) years of work experience involving operational oversight and coordination of refuse collection or disposal activities (i.e., Refuse Collection Supervisor, Transfer Station Supervisor, or equivalent) may substitute for a general bachelor's degree.


The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT


Four (4) years of administrativeexperience in managing solid waste activities to include but not be limited to, landfill disposal, waste to energy facilities, collection and transfer of waste, recycling programs, and/or solid waste master planning.


Such experience must have demonstrated knowledge of:* solid waste resource recovery (energy and materials recovery) systems and legal requirements;

  • contracting processes, negotiation, and contract administration;
  • scheduling practices for vehicle operations, work schedules, and practices; and
  • principles, practices, theories, techniques, and trends applicable to public administration including financial, budgetary and other resource management, labor relations, development of plans and objectives, evaluation of programs, and public relations.


Must have the ability to:* establish goals and objectives, devise solutions to administrative problems, to develop and evaluate administrative policies and procedures;

  • coordinate the people and other resources necessary to accomplish established objectives;
  • read and interpret complex federal and state laws, rules, regulations, and procedures in order to manage programs, projects or services and to present solutions to problems;
  • communicate effectively in writing to a wide variety of groups;
  • prepare concise reports;
  • communicate effectively in oral expression, to speak to groups and individuals in order to persuade, interpret, and inform people with a wide variety of communication skills, interests, needs, and conflicting views;
  • solve complicated program problems requiring evaluation of complex information from a variety of sources with few precedents;
  • see problems, situations, or people from different perspectives that allow opportunities for new or innovative solutions; and
  • develop and foster teamwork and motivate a group.


LICENSE REQUIREMENT* Valid driver's license (Type 3/automobile), prior to appointment.
