Job Description Summary


Under the direction of the Superintendent, the Administrative Coordinator for Enrollment, Attendance, Homeless and Foster Care Services will assist the Superintendent and Central Office Administrators in the daily operation of the District. This includes, but is not limited to: planning, implementing, directing, maintaining, monitoring, and evaluating District programs and services by providing a wide variety of complex and confidential administrative and secretarial support; analyzing requests and providing recommendations for action; communicating information on behalf of the Superintendent and School District to the staff, families, community members, and other public agencies. This position requires strong desktop publishing and organizational skills, as well as being able to work collectively with all District community members and staff in a dynamic team-oriented environment.


Job Requirement Summary


  • High school diploma required, higher degree is preferred.
  • Minimum of 3 - 5 years' experience working in a public school office preferred.
  • Current child abuse (Act 33/34), state (Act 34) and federal clearances (Act 114) required.
  • Current Student Assistance Program (SAP) PK - 12 training.
  • Working knowledge of student school registration, compulsory attendance requirements, foster care and McKinney-Vento Act protections preferred.
  • Experienced and skilled with appropriate technologies (word processing, spreadsheets, presentations, e-mail, internet as a reference / research tool, desktop publishing, creation of various forms, telephone / voicemail system, photocopying, faxing, scanning, etc.)
  • Continually renew skills to meet those required by increased use of technology and / or the initiation of new policies and practices.
  • Experienced in working with all stakeholders, including, but not limited to community agency representatives, vendors, and other interested parties.
  • Strong interpersonal, organizational and excellent written and verbal communication skills. Experienced in collaborating and communicating with internal and external groups (school administration and staff, community organizations, and parents) and developing effective working relationships.
  • Display a courteous, professional and tactful demeanor and be able to act with maturity and harmoniously with all types of individuals. Must be cooperative, congenial, service oriented, and promote these qualities.

  • Visit student�s residences to develop healthy, positive family attitudes towards academic success, attendance at school and student growth and development and maintain records.
  • Advise parents / guardians of their legal responsibility to ensure school attendance.
  • Complete reports of any noted conditions that may be a detriment to the safety, welfare or education of the student.
  • Attend and actively participate in the Duquesne Student Assistance Program (DSAP) and Instructional Support Team (IST) meetings.
  • Work closely with building principals in the monitoring of individual student�s attendance in school, academic, work and extracurricular activities.
  • Confer regularly with school staff regarding students who are chronically absent / tardy.
  • Counsel students regarding absenteeism and tardiness to gain their cooperation and identify any underlying problems that may warrant intervention by other professional staff members.
  • Initiate attendance referrals for students with attendance problems.
  • Investigate challenges to students� legal residences in accordance with law and Board policy.
  • Serve as a role model for students and staff in demonstrating positive attitudes, appropriate attire, personal grooming and an effective work ethic.
  • Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal confines.
  • Serve as a liaison between District, school, and home to explain legal procedures involving school attendance. Act as a liaison between the school and community agencies, such as public and private welfare, psychiatric, and law enforcement agencies in matters related to school attendance.
  • Identify cases for Municipal Court action, document all facts for every case. Attend Municipal Court to present evidence related to attendance cases.
  • Participate in and provide professional development to school personnel in matters related to student attendance and welfare.
  • Investigate non-attendance to insure legality of absence excuses.
  • Enforce the District�s rules and regulations related to school attendance.
  • Prepare all necessary attendance reports and coordinate attendance related contracts.
  • Provide guidance and direction to Attendance Support Staff regarding receiving, reviewing, and verifying attendance documents, records, and forms for accuracy, completeness, and conformance to applicable rules, regulations, policies, and procedures.
  • Maintain and report accurate student data attendance data in the student information system.
  • Prepare and distribute all types of communications concerning student attendance and improvement initiatives to students, parents, and staff.
  • Respond to incoming student attendance related phone calls.
  • Assist with the coordination of District student attendance improvement initiatives and prepare and / or develop reports as required, including District and state reports.
  • Fulfill general clerical requirements by performing data entry into the student information system and District databases.
  • Communicate with outside resources such as, but not limited to, YAP, Planned Parenthood, CISP educators, Allegheny Intermediate Unit 3, county and state child service agencies, DHS, homeless shelters, etc.
  • Act as the District�s appointed Homeless Liaison and perform all duties associated with and in compliance with the McKinney-Vento Assistance Act of 1987 such as, but not limited to:
  • Coordinate and collaborate with Education for Children & Youth Experiencing Homelessness (ECYEH) regional and site coordinators.
  • Collaborate with appropriate staff to determine eligibility for McKinney-Vento mandated services.
  • Identify students experiencing homelessness, including children under age 5 and school-age children.
  • Collaborate with District staff to develop interventions for students identified as homeless and develop individualized service plans as appropriate.
  • Maintain necessary records and prepare related reports while ensuring confidentiality for the purpose of documenting students experiencing homelessness.
  • Ensure the complete and accurate collection and submission of LEA homeless data to PIMS and ECYEH.
  • Be a resource to school-based administrators, school counselors, teachers, and health services personnel regarding students experiencing homelessness, interpretation of homeless / school attendance policies and laws, and record-keeping requirements.
  • Model nondiscriminatory practices in all activities.
  • Obtain resources necessary to promote students� educational readiness, regular attendance and academic success.
  • Attend state and regional meetings / conferences to ensure full knowledge of McKinney-Vento requirements.
  • Collaborate with all levels of school and District administrators for the purpose of ensuring the development and implementation of students� individualized service plans.
  • Conduct orientation / training for school staff regarding school policy / procedure as it relates to students experiencing homelessness and/or facilitates related orientation / training provided by the ECYEH regional / site coordinator(s).
  • Interpret laws relating to homeless students for the purpose of advising administration, staff, and parents regarding the rights of homeless students.
  • Provide support and information to parents, guardians, and the community at large for the purpose of communicating the availability of services and activities.
  • Serve as a liaison with internal and third-party support service agencies to coordinate appropriate assistance for students experiencing homelessness.
  • Meet with families and students experiencing homelessness to assess and prioritize needs and make linkages with District and community resources as appropriate.
  • Coordinate with a variety of outside service providers and community agencies to meet students� needs and avoid duplication of services.
  • Connect students experiencing homelessness with available tutoring, afterschool and summer programming to support academic success.
  • Ensure that families, and children and youths experiencing homelessness receive early childhood educational services for which they are eligible, including Head Start, Early Intervention, and preschool.
  • Ensure that families, and children and youths experiencing homelessness are referred to health care services, dental services, and other appropriate medical services.
  • Ensure that public notice of the educational rights of students experiencing homelessness is displayed in every school building, and in community locations as appropriate.
  • Ensure that the parents / guardians of students experiencing homelessness, and any unaccompanied youth, are fully informed of all transportation services. Collaborate with the District�s Transportation Department to arrange student transportation, as needed.
  • Intervene in cases where excessive absence or truancy is related to homelessness.
  • Ensure that all students in homeless situations enroll in and have a full and equal opportunity to succeed in school.
  • May perform home visitations, as needed, and provide assistance with obtaining parental forms, student documents, enrollment forms, etc.
  • Act as the District�s appointed Foster Care Liaison and perform all duties associated with and in compliance with the Every Student Succeeds Act (ESSA) of 2015 such as, but not limited to:
  • Assist with obtaining guardian forms, student documents, enrollment forms, etc.
  • Perform home visitations, as needed.
  • Collaborate with the District�s Transportation Department to arrange student transportation, as needed.
  • Act as a liaison to connect families with third party support service agencies,
  • Coordinate, as needed, with external caseworker(s).
  • Prepare internal and external reports as needed.
  • Serve as a primary contact relative to Student Registration (K - 8).
  • Assist with state reporting requirements including open enrollment, pupil counts, etc.
  • Maintain student cumulative folders, including student registration documentation components. Scan documents and transfer to appropriate areas in the Student Information System.
  • Maintain English Language Learner (ELL) student database.
  • Enter all incoming and withdrawing student reports, as well as requests for transcripts. Enlist the assistance of the School Counselor
  • Communicate new students identified with special needs to the Special Education Department.
  • Provide notice to the K-8 Office Secretary and/or Pupil Transportation Department to coordinate new student transportation for the Duquesne K - 8 School.
  • Collaborate with the K - 8 Office Secretary to facilitate proper record keeping of students who are returning from / withdrawing to a Charter or Cyber school.

Terms of Employment


12-months per year. Salary, work schedule, evaluation and other conditions of employment are in accordance with current DCSD Act 93 Administrative Agreement.
