The Victim Assistance Case Manager (VACM) will work within OCH&S's Community Resilience Program, collaborating with the Pittsburgh Bureau of Police Violent Crime Unit (PBP VCU) to provide direct intervention to community members who are victims of violence or have experienced and/or witnessed a highly traumatic event. This position will work closely with external agencies like Center for Victims, Highmark Caring Place, and other trauma-focused service organizations in the Pittsburgh area. The VACM will facilitate the coordination and connection to both therapeutic and legal services to those referred by PBP VCU, addressing current gaps present within the delivery of trauma support services to victims.
The successful candidate will have extensive knowledge of trauma-informed practices, as well as existing services available for individuals who experience traumatic incidents or events. Experience is preferred in providing trauma-informed interventions to victims of violent crimes or traumatic incidents and events. This position will require flexible working hours to assist in responding to large scale traumatic events or disasters, which may occur with minimal advance notice.

- WORK EXPERIENCE: The application must clearly show five (5) years of full-time experience working with those involved in the criminal legal system, crisis intervention, victim support, mental/behavioral health support, collaboration or coordination with health and safety programs, and working with the public. (Less than full-time experience will be calculated on a prorated basis. See NOTE under the General Application Requirements Section above regarding verification of education/training.)
- EDUCATION/TRAINING: The application must clearly show a Bachelor's of Social Work (BSW) or, a Bachelor's Degree in Counseling Psychology, or a Bachelor's Degree in Clinical Psychology from a fully accredited institution. Licensed Social Worker (LSW) or Licensed Associate (LAPC) is preferred. (Less than full-time experience will be calculated on a pro-rated basis.)

- Provides on-scene referral assistance with first responders and law enforcement to serve victims and their families directly affected by violent crimes, traumatic events and incidents, and/or large-scale disasters and mass-casualty incidents.
- Provides structured case management services to victims based on needs assessments via referrals from Pittsburgh Public Safety Bureaus.
- Coordinates with trauma service providers to connect and assist victims of violent crime and instances of trauma in getting the support services needed.
- Implements short-term case management to address the immediate and transitional needs of program participants for trauma-related services and resources while they work to achieve stabilization and reduce the risk of developing Post Traumatic Stress Disorder.
- Collaborates with the Community Resilience Program team and other OCHS program staff to address gaps in the delivery of trauma-related services to City residents.
- Serves as a point of contact to disseminate information and educate victims about the legal process and services available for cases involving protections from abuse or victims' compensation.
- Promotes interest and support at the local level about victim issues and programs by speaking to the public, civic, industry, community, and special interest groups.
- Responds to victims in person, by phone, or by email to assess victim concerns and determine eligibility for victim-witness services.
- Provides referrals for clinical assessments for Acute Stress Disorder and Post-Traumatic Stress Disorder.
- Administers short-term evidence-based trauma-informed clinical interventions to victims and survivors of trauma.
- Disseminates resource materials for use by victims and witnesses of crimes, as well as community organizations.
- Provides consultation to all OCHS programs regarding best practices for supporting community members experiencing trauma.
- Implements Individualized Service Plans (ISP) to address participant needs, such as for food, clothing, shelter, health care, substance use disorder treatment and/or reduction/elimination of drug/alcohol use through self-change methods, updates ISP as needed to reflect changing goals and needs, and helps participants move toward the achievement of autonomy.
