EMERGENCY RESPONSE STATEMENT


Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.


GENERAL DESCRIPTION OF DUTIES:


The purpose of this classification is to install, maintain and repair pumps, motors, electrical/mechanical controls, valves, pipe work, basic electronic equipment, and various structures for City utilities operations.


This position may be filled at the

Utilities Maintenance Technician I, II, or III level depending on the candidate’s qualifications, experience, licenses, and certifications. Salary will be commensurate with the level at which the position is filled.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.


  • Installs, maintains, replaces and/or repairs various electrical/mechanical components and equipment, i.e., pumps, motors, gates, blowers, meters, switches, transformers, fans, belt presses, compressors, generators, pressure and flow control valves, check valves, sediment filters and pipe lines; may perform welding and fabrication of needed parts.
  • Inspects components and equipment for proper operating condition; observes actions and records readings and test results of all work/service performed; disassembles and inspects internal components and working condition; recognizes and reports any detected deterioration, repair needs, and maintenance needs to supervisor.
  • Troubleshoots electrical, mechanical, and manual control systems; calibrates electronic control systems; reads and interprets electrical schematics, blueprints, diagrams, plans, and/or sketches in the preparation and performance of tasks.
  • Adheres to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; flags and directs traffic and places markers, signs and cones around project/work site to ensure safety of crew and the traveling public; wears protective gear.
  • Orders materials, parts, supplies, components, and/or equipment to maintain service truck inventory and for assigned work orders.
  • Maintains detailed and accurate records and logs of all work performed, vehicle inspections, supplies/materials used, and conditions observed.
  • Participates in emergency preparedness planning per established procedures; prepares chain saws and tools; prepares shop and trucks; stages all equipment; transports generators to essential sites.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, Access, word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to overhaul, restore, renovate, construct, and/or rebuild equipment, machinery, or objects, requiring adherence to prescribed standards and specifications. Requires the ability to operate and control the actions of the same equipment, machinery, and/or objects.
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division. May include counting, recording of counts, and basic measuring.
  • Functional Reasoning: Requires the ability to carry out detailed but routine written or oral instructions. Involves routine work according to clearly prescribed standard practices, with some latitude for independent judgment.
  • Situational Reasoning: Requires the ability to exercise judgment in situations characterized by repetitive or shortcycle operations covered by well established procedures or sequences.


MINIMUM QUALIFICATIONS* UTILITIES MAINTENANCE TECHNICIAN I - $23.06 / HOUR

+ High school diploma or GED

+ 2 years of experience in mechanical or electrical maintenance

+ Must possess and maintain a valid Florida driver license, Class "E", with a driving record that meets or exceeds minimum City standards.

+ (FWPCOA) Florida Water and Pollution Control Operators Association Utilities Maintenance Level III Certification.

+ (FDEP) Florida Department of Environmental Protection Water Distribution Level III License within 2 years of employment

  • UTILITIES MAINTENANCE TECHNICIAN II - $24.84 / HOUR

+ High school diploma or GED

+ 5 years of experience in mechanical or electrical maintenance

+ Must possess and maintain a valid Florida commercial driver license, Class "B", with a driving record that meets or exceeds minimum City standards.

+ FWPCOA Utilities Maintenance Level III Certification

+ FDEP Water Distribution Level II License

  • UTILITIES MAINTENANCE TECHNICIAN III - $26.09 / HOUR

+ High school diploma or GED

+ 5 years of experience in mechanical or electrical maintenance

+ Must possess and maintain a valid Florida commercial driver license, Class "B", with a driving record that meets or exceeds minimum City standards.

+ FWPCOA Utilities Maintenance Level II Certification and/or Wastewater Collection Technician Class "B"

+ FDEP Water Distribution Level I License


OTHER REQUIREMENTS:

The City of Naples is a Tobacco-Free Workplace. Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites, water hazards, disease, or pathogenic substances.
