Central Washington University is recruiting a Treasury Manager to join our Pooled Investments team in Ellensburg, Washington. The Role:


This position is responsible for managing and safeguarding institutional investments, endowments, and banking services. Record and track all investments activities and monitor the expenses and revenues from investments. Make recommendations to CFO on investment opportunities and strategies. Monitor activity in our banking accounts and services. Manage the Asset Management System inventory for all CWU assets.

Job Duties

Banking & Cash Management:


  • Function as lead for banking services and serve as university bank contact. Assist management and staff with inquiries regarding banking services and charges. Evaluate and implement new banking procedures and services, coordinate staff training. Evaluate banking procedures for proper internal control.
  • Assist and instruct CWU staff with wire and EFT transfers, positive pay, and downloading all banking reports via the internet.
  • Book deposits and withdrawals into the general ledger. Initiate international and domestic wire transfers to vendors.
  • Monitor checking accounts to ensure meeting cash obligations. Transfer excess cash to investment accounts to maximize interest earnings.
  • Reconcile general ledger year-end cash accounts to confirm year-end CWU balances.
Monthly/Yearly Financial Duties:


  • Supports the monthly and annual closing process for the accounting system to ensure an accurate and complete close.
  • Support financial audits of the university by coordinating the accounting review work of the auditors, directing the preparation of any requested audit schedules, respond to audit queries, and take necessary corrective actions.
  • Prepares monthly account reconciliations for all significant balance sheet accounts including investments, cash, payables and receivables.
  • Prepares appropriate journal entries monthly.
  • Develop & maintain accounting policies, procedures and workflow processes in order to assure accurate and complete financial reporting with strong internal controls.
  • Review and approve all documents supporting month end close and accurate financial reporting including general ledger reconciliations and journal entries.
  • Manage all treasury related accounting functions in order to prepare accurate and timely financial reporting
Investments:


  • Manage, record, and reconcile, accounting activity for CWU cash investments.
  • As a member of the investment committee, evaluate and approve recommendations made to the committee by investments brokers.
  • Prepare reports and summaries of CWU investment activity for management and staff. Distribute interest earnings, university wide.
  • Prepare year-end investment financial statements. Prepare investment notes to the CWU combined financial statements. Reconcile general ledger investment accounts to confirm year-end CWU balances.
Endowments:


  • Serves as the lead on all accounting for CWU endowments.
  • Prepare financial statements, budget and analysis reports, for the CFO to present to the Board of Trustees.
  • Transfer funds to spending account and monitor monthly, answer questions by department awardees and interpret data regarding scholarships and fellowships.
  • Coordinate and communicate with Financial Aid and relevant departments on endowment financial activity.
  • At year-end, reconcile endowment general ledger balances to external investment statements.
Petty Cash Reconciliation:


  • Serve as lead for all petty cash functions across the institution (petty cash accounts).
  • Coordinate fiscal procedures with institution administrators, data processing and OFM accounting policies.
  • Reconcile the petty cash account balances monthly. Solve all discrepancies. Prepare year-end confirmation.
Fixed Assets:


  • Supports the Fiscal Analyst 3 position with the Fixed Asset module and serves as a backup for that position when needed.
  • Perform other duties as assigned.


Minimum Qualifications

--------------------------


  • A bachelor's degree in accounting.
  • Five+ years of relevant professional experience, including financial statement preparation.
  • Experience or training that demonstrates the ability to use spreadsheet applications such as Excel to maintain spreadsheets.
  • Experience reviewing, analyzing, and reconciling multiple accounts.
  • Demonstrated ability and/or experience working collaboratively with students and/or colleagues to foster a supportive and effective learning and work environment.
  • OR applicable combination of education and/or experience which demonstrates the ability to perform the essential functions of the position.


Preferred Qualifications


  • Degree in Accounting with investments, endowments, banking services and fixed asset experience in higher education accounting.
  • Demonstrated participation in programs designed to promote student success.
  • Demonstrated commitment to improving access to higher education for students through various activities.

Pay, Benefits, & Work Schedule

Salary: This position has a minimum annual salary of $90,662 and maximum annual salary of $135,993. Tier 1: $90,662 - $105,771 (Expected hiring range): Considered fair value for a newly hired employee meeting the basic requirements of the job, and those who are new to a manager-level role. Tier 2: $105,772 - $120,882 (Potentially considered hiring range): May be considered if a fully competent applicant has 3 or more years of experience in a manager-level or similar role, and able to quickly assimilate and consistently meet or exceed performance expectations. Tier 3: $120,883 - $135,993 (Longevity range, not considered for hiring)


In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the hiring range is based on the candidate's current experience, education, skills, and abilities related to the position.


Schedule/Appointment: Monday - Friday, 8:00am-5:00pm (1 hour lunch)


Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
