Performs routine journey level research and analytical functions with the goal of helping to identify and communicate trends to internal and external stakeholders regarding the mission of the Office of Independent Ombudsman to ensure the rights of youth committed to the Texas Department of Juvenile Justice. Work involves: planning and conducting research and coordinating analytics planning; using research methods and statistical analysis to generate insight on organizational function and program performance; collecting, compiling, analyzing, data manipulation, and interpreting of qualitative and quantitative research data; designing and communicating reports, dashboards, presentations, research, and other tools for both external and agency stakeholders; assisting with the response to internal and external data requests; designing and implementing sound research projects and performing related statistical analysis; May be required to work in excess of 40 hours per work week.
Performs complex (journey-level) work under limited supervision with moderate latitude for the use of initiative and independent judgement. May be required to work in excess of 40 hours per week, be on-call, and up to 25% of the time.
Collaborates and confers with research, data, reporting, executive management, and other relevant staff across the agency to support agency data needs and amplify the agency’s mission, goals, and core values.
Collaborates with the Chief and or Deputy Chief Ombudsman in identifying and adopting best practices in reporting and research analysis, including data integrity, design, analysis, validation, and documentation, to advance the agency’s use of qualitative and quantitative analysis.
Collaborates with the Chief and or Deputy Chief Ombudsman to execute procedures established for evaluating program activities, policies, and agency initiatives including those related to the Texas Model, and clearly communicates evaluation findings to executive staff and other stakeholders as needed.
Collects, cleans, and performs manipulation of qualitative and quantitative data. This includes creating and managing data collection protocols, cleaning and merging data, analyzing data using statistical procedures and programs, producing and reviewing literature reviews, conducting field work/surveys (such as interviews, focus groups, and site visits), writing reports summarizing work.
Prepares data and comprehensive statistical and narrative reports for presentation for agency management, professional organizations, governmental entities, and the public.
Collaborates with the Chief and or Deputy Chief Ombudsman to formulate research objectives and programs; assists in developing research designs, scope, methodologies, and processes used in conducting and administering research and evaluation activities; provides consultation on research methods and techniques and data collection and coding issues; and provides technical assistance on the planning, design, implementation, and evaluation of community-based programs.
Translates qualitative and quantitative data and insights into meaningful visualizations and stories.
Understands and performs data quality assurance procedures, audit functions, and dataset preparation techniques.
Prepares or assists in preparing reports of operational data.
Acquires and prepares organizational data as well as external data and research to help leadership and program staff understand and act on issues.
Learns new data systems, analytic techniques, data collection protocols, research methodologies, and computer programs for data processing and analysis as the need arises.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

Bachelor’s degree in a social, behavioral science, or other related area related to research and analytics, with courses in research methods and statistical techniques. Two (2) years of full-time wage-earning experience in applied research, research planning or design, data/statistical analysis, evaluating effectiveness of programs and initiatives; or legislative or policy analysis.
OR
Bachelor’s degree plus a Master’s degree in a social, behavioral science, or other related area related to research and analytics, with courses in research methods and statistical techniques.
Experience and Education Substitutions:
Completed course hours of graduate study may be substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
Completion of data analysis or data science ‘boot camp’ program or related coursework may count toward years of experience depending on hours of study and content of program.
Experience requirements may be satisfied by the prorated part-time equivalent.
