The Utah Department of Transportation (UDOT) is seeking a dedicated and passionate individual to lead its premier safety programs, Zero Fatalities and Safe Routes Utah. The

Statewide Behavioral Safety Program Manager is responsible for leading the Zero Fatalities program, a statewide safety initiative with the ambitious goal of eliminating fatalities on Utah's roadways, and the Safe Routes Utah Program, which educates elementary age children about pedestrian safety and encourages safe walking and biking to school.


This position directs a comprehensive, multi-faceted approach to traffic safety that combines Education, Enforcement, Engineering, and Emergency Medical Services (the 4 E's). The ideal candidate will be a dynamic leader capable of developing and implementing strategic campaigns and collaborating with a wide range of public and private partners to change driver behavior and save lives.


Principal Duties


The Program Manager's duties will include, but are not limited to:* Developing, implementing, and managing statewide public awareness and education campaigns targeting key traffic safety focus areas.

  • Serving as the primary subject matter expert and spokesperson for the Zero Fatalities and Safe Routes programs.
  • Updating and implementing the Strategic Highway Safety Plan.
  • Focusing program efforts on critical safety issues, including aggressive driving, distracted driving, drowsy driving, impaired driving, seat belt use, and pedestrian and bicyclist safety.
  • Collaborating with partners in public safety, law enforcement, engineering, education, and emergency services to ensure a unified and comprehensive approach to traffic safety.
  • Developing and disseminating educational materials for a variety of audiences, including young drivers and elementary students.
  • Managing program budgets, contracts, and vendor relationships.
  • Analyzing crash data to identify trends and inform strategic planning for safety campaigns.
  • Representing UDOT and the Zero Fatalities and Safe Routes Utah programs at community events, press conferences, and legislative sessions.


Minimum Qualifications


In order to qualify, you must have:* A bachelor's degree or higher in Public Health, Public Administration, Project Management or a related field of study, OR equivalent experience


AND* At least six (6) years of project and/or program management or other related experience

The ideal candidate for this position will possess:* Proven experience in program management, preferably in public health, public safety, or a related field.

  • Exceptional communication, public speaking, and interpersonal skills.
  • A strong understanding of strategic communications and public relations.
  • The ability to build and maintain effective working relationships with diverse stakeholders, including government agencies, community organizations, and the media.
  • A passion for public safety and a commitment to the goal of Zero Fatalities.
  • Knowledge of the principles of traffic safety and the "4 E�s" (Education, Enforcement, Engineering, and Emergency Medical Services).

Here is some information you should be aware of:* Work requires occasional statewide travel.

  • May be required to work some evenings and weekends to support program events and outreach activities.
  • Physical Requirements - Typically, the employee may sit comfortably to perform the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
  • Working Conditions - Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
