Job Summary

The Staff Attorney Supervisor provides specialized professional legal work in both administrative and workers’ compensation law. This includes conducting research and providing legal analysis, opinions, and recommendations to Administrative Law and Workers’ Compensation Judges. Work requires extensive and substantial familiarity with current and developing legal issues in administrative and workers’ compensation law and a deep technical knowledge of governing statutes and rules. The position also requires knowledge of professional legal principles and practices, relevant case law, and court procedures. Work requires reviewing and analyzing complex hearing records and the timely drafting of clear, well-reasoned and legally sound interim orders, findings of fact, conclusions of law and recommendation or order, and memoranda. The position also provides legal review of proposed state agency rules and drafts reports following public rulemaking hearings. Finally, work requires knowledge of court policies and procedures relevant to the courts’ case and administrative responsibilities. Work is reviewed primarily for the quality of legal services provided by the employee to judges and the Executive Team.


This position exists to:


  • Provide planning, management, and supervision for OAH staff attorneys.
  • Oversee the work of agency staff attorneys.
  • Serve as a member of the OAH Manager�s Core.
  • Coordinates with other managers to maintain and improve efficiency and quality in the overall operations of OAH.


This is a hybrid work opportunity; employees are required to work a minimum of five (5) days in the office per pay period (every two weeks).


Qualifications

Minimum Qualifications


To qualify for this position, applicants must possess a Juris Doctor degree from an American Bar Association-accredited law school AND be licensed to practice law in Minnesota.


AND have professional experience demonstrating:


  • Skills in legal research, writing, and analysis.
  • Ability to supervise, plan, motivate, and provide leadership to staff attorneys within the work unit.
  • Ability to relate and communicate effectively with individuals who do not share the same culture, ethnicity, language, or other common experiences.
  • Ability to engage in clear, organized, and respectful communication.


Preferred Qualifications


  • Supervisory experience.
  • Experience preparing Findings of Fact, Conclusions, Orders and Memoranda for matters assigned by a judge.
  • Knowledge of state judicial and administrative procedures and the rules of evidence.
  • Knowledge of substantive law within the court�s jurisdiction: state administrative laws, Minnesota rulemaking procedures, and/or workers� compensation laws.


Physical Requirements


Exerting up to 10 pounds of force occasionally and/or a small amount of force to occasionally to move and/or transport objects. A sedentary job is defined as one which involves being stationary (or sitting) most of the time. Jobs are sedentary if being active and moving from place to place is required only occasionally.

The Office of Administrative Hearings (OAH) is an energetic, responsive, and respected service provider to Minnesotans, state and local governments, and the workers’ compensation system. OAH is the largest of three Executive Branch Courts with over 75 full-time equivalents located in St. Paul and Duluth. OAH, with 30 judges, is comparable in size to the Ramsey County District Court with 32 judges. OAH serves over 250 state agencies and local units of government by hearing and adjudicating matters involving over 200 unique areas of law.
