The Opportunity We’re seeking an experienced Owner’s Representative - MEP & Commissioning to support a portfolio of hyperscale data center projects in Abilene, TX. This individual will be embedded full-time at a live data center campus and will oversee the execution of Moves, Adds, Retrofits, Changes, Utilities, and Security (MARCUS) initiatives.
You will lead commissioning activities, oversee MEP systems integration, and ensure operational readiness for critical infrastructure projects. The role requires strong field leadership, technical depth in mechanical and electrical systems, and the ability to independently drive project delivery with minimal oversight.
Key Responsibilities Commissioning Leadership & MEP Oversight
Lead the full lifecycle of mechanical and electrical commissioning (Levels I-V), with a strong focus on HVAC and chilled water systems.
Oversee integration, testing, and validation of all MEP systems to ensure alignment with design intent and operational readiness.
Collaborate with commissioning agents, vendors, and contractors to ensure successful delivery, punch list resolution, and documentation.
Maintain and manage commissioning issue logs and coordinate corrective actions across cross-functional teams. Owner Advocacy & Field Execution
Serve as the on-site, day-to-day representative of the Owner, overseeing construction and commissioning activities.
Operate independently in fast-paced, live environments, making real-time decisions and protecting Owner interests.
Maintain a visible leadership presence on-site during critical phases to ensure quality, safety, and coordination. Project & Program Management
Oversee a portfolio of technical infrastructure projects, including system retrofits, security enhancements, and utility upgrades.
Manage project logs (Action Items, Procurement, Risk) and drive project milestones using Owner-approved tools.
Support phasing, scheduling, and facility activation planning in alignment with site strategy. Design, Construction & Quality Control
Coordinate with the design team on constructability reviews, technical evaluations, and compliance with standards.
Monitor execution with regard to safety, schedule, and materials.
Support daily site coordination, issue resolution, and field team leadership.
Enforce rigorous QA/QC and adherence to code and industry standards. Stakeholder & Vendor Collaboration
Act as a key liaison between the Owner, GC/CM partners, vendors, and internal teams (Operations, Security, IT, Design).
Participate in bid leveling, procurement planning, and vendor evaluation.
Align infrastructure decisions with operational, technical, and business priorities. Reporting, Permitting & Closeout
Track RFIs, submittals, and inspection readiness with the Authority Having Jurisdiction (AHJ).
Generate regular reporting on commissioning milestones, project risks, and procurement status for executive stakeholders.
Drive turnover planning, training, and closeout documentation for seamless handoff to Critical Operations.
Required Qualifications 8+ years of experience in data center commissioning, MEP systems, or critical facility construction. Strong technical background in mechanical systems (HVAC, chilled water, CRAH/CRAC units) and working knowledge of electrical systems (UPS, generators, switchgear).
Proven experience managing commissioning efforts on hyperscale or mission-critical projects.
Experience operating independently in live environments and leading field execution across stakeholders.
Strong understanding of QA/QC, safety standards, and commissioning protocols.
Proficiency in project reporting tools, issue tracking systems, and construction documentation platforms.
Preferred Credentials
Bachelor’s degree in Mechanical/Electrical Engineering, Construction Management, or a related technical field.
PMP certification or equivalent project management credentials (preferred, not required).
OSHA 30 or equivalent field safety training.
Familiarity with Primavera P6, BIM coordination tools, and commissioning software platforms.
