Job Purpose:


Oversees operations of the Lexington County Public Library System including facilities, staffing, and services. Manages or assists in managing personnel matters for the library, including hiring, developing, and disciplining staff. Takes lead role in Strategic Planning and policy development and implementation. Assists in the planning and management of the annual budget, including grants. Advocates for the library system. Acts as the Library Director in their absence.


Essential Duties and Responsibilities:


  • Manages the Library System�s daily operations, including facilities (10 branches and 2 mobile libraries), and patron Code of Conduct. Coordinates and communicates with County departments, vendors, and contractors regarding facility maintenance, renovations, and landscaping. Provides guidance to branch librarians and staff regarding safety and security, including the Code of Conduct and leads them through the Progressive Disciplinary Policy process to determine appropriate course of action. Handles inquiries related to Code of Conduct, safety concerns, and facility needs.
  • Manages or assists in managing personnel matters for the library (150 staff) according to County policy and guidelines. Serves as hiring manager for the library. Coaches and guides management team in personnel matters. Supervises the staff evaluation process for the library system. Acts on staff developmental needs; recommends training, counseling, and contributes to personnel decisions. Communicates FMLA and Workers Compensation to County HR and staff regarding the status. Oversees timecard submissions for the Library. Evaluates staffing levels. Monitors cost center budgets for staffing and ensures branches are staffed by coordinating long term substitutes for the system.
  • Has a significant leadership role in long range planning for the Library System. Communicates mission and strategic emphasis with library leadership to achieve goals. Evaluates facilities, services, collections and staffing needs. Guides the library leadership team in updating and interpreting library system policies and procedures. Assists in developing goals and objectives and related performance measurements for current and future services, collection, and staffing. Utilizes information, surveys, and reports to forecast changes in and improve services, programs, and staffing.
  • Leads new or special projects and services for the Library System. Develops and communicates related action plans and forecasts outcomes to the Library Leadership Team.
  • Mentors, coaches, and guides Library Leadership Team. Leads internal communication including, monthly manager meetings; communicates System goals and new initiatives. Provides appropriate levels of guidance, instruction, and feedback to staff to evaluate and improve services, resources, programs, and staffing.
  • Advises Staff Development Program and supervises assigned staff. Foresees and plans new training initiatives. Develops and manages the Succession Development Plan for the library system, including establishing Individual Development Plans (IDP) and formal mentor/mentee relationships. Addresses staff development and training needs; creates or assists in creating IDPs to help staff improve knowledge, skills, and abilities.
  • Represents the library in Procurement process for contracted services and new projects, including renovations. Serves as point of contact for assigned county contracts of vendors, including security and lawn maintenance. Evaluates these services and recommends changes and improvements.
  • Assists in financial operations. Takes a lead role in planning optimal use of local, state, escrow and federal funds. Reviews trends and recommends thresholds for staffing, library collections, services/programs, technology, and equipment. Assists in planning for related capital purchases. Monitors library generated revenues and expenditures regarding programs, collections and personnel in ten cost centers/branches. Manages and coordinates assigned grant applications and projects.
  • Advocates for the Library System on multiple levels. Promotes library services to community and businesses and identifies and develops partnerships. Leads assigned initiatives for the Library System. Develops and communicates related action plans and forecasts outcomes to the Library Leadership Team. Attends and represents the Library at community, County, and State meetings.

Working Conditions / Physical Requirements:


  • Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Pay: $84,451.13 - $97,118.80 per year
