Under the general supervision of the Deputy Commissioner of Support Services or Real TimeInformation Manager, the Real Time Information Analyst (RTIA) is responsible for monitoringand providing analytical and sensitive data in the V.I. Police Department Real Time InformationCenter (RTIC).Incumbent functions to support (i.e., assist) the operations of a police department in ongoingoperational and crime-reduction efforts. These functions include criminal investigation,apprehension, and prosecution; patrol activities; crime-prevention and reduction strategies.problem solving; and the evaluation and accountability of police efforts. Through access tocriminal and noncriminal data and accompanying software, crime analysis is performed to addressshort-term situations (e.g., several days to several weeks long) and problems occurring over alonger period of time (e.g., several months to several years).This position is on special assignment to and requires a confidential relationship to a policymakingofficial (VIC T3, 451a (8)


EXAMPLE OF DUTIES


Operates CCTV equipment, radios, and ancillary systems to provide both proactive and reactivemonitoring that assists in detecting crime, antisocial behavior, and reducing the fear of crime.Provides tactical and strategic intelligence by analyzing crime records, querying databases, anddeveloping intelligence products such as bulletins and threat assessments.Research historical video evidence, reviews and edits files, and shares relevant footage with theAttorney General’s Office or law enforcement partners upon request. Accesses servers and storagemedia to create and share video links or discs for investigators and officers.Prepares documentation based on observations and collected data while assisting key personnelwithin the department.Conducts daily camera performance updates and reports on results, storing video recordings toappropriate media from the server.Provides court testimony on the validity and authenticity of video footage.Coordinates body-worn camera setup enters officer information into the database, and issuesreplacements for malfunctioning cameras.Monitors ShotSpotter alerts and provides real-time information to police officers whilemaintaining records of maintenance and video requests related to body-worn cameras.Responds to video evidence requests during critical incidents and post-incident investigations.Monitors camera systems for public safety situations and communicates observations as necessary.Utilizes police databases to gather, monitor, record, and relay information to appropriatepersonnel.Uses CCTV footage to identify offenders and provide evidence for investigations andprosecutions, prepare witness statements and attend court when needed.Ensures all logs, reports, and records related to CCTV and ShotSpotter are accurate and promptlyproduced, reporting equipment faults to the Management Information System Bureau.Collates and presents performance data from CCTV and ShotSpotter systems.Prepares evidential statements for criminal proceedings and provides testimony in court asrequired.Monitors license plate reader information associated with the CCTV system and reports findings.Handles confidential material with integrity and participates in high-profile meetings involvingstakeholders and external partners.Performs other related duties as required.

Work is performed with some independence. Completed work isreviewed to determine all pertinent information that has been obtained.FACTOR 3- GUIDELINESGuidelines include any applicable federal and territorial laws, rules, and regulations issued by theJudicial System, the V.I. Police Department departmental policies and procedures, rules andregulations, Real Time Information Center protocols, field manuals, directives, as well as federaland local standards relevant to the work being performed.FACTOR 4- COMPLEXITYThis assignment involves intermediate level work with real time surveillance, monitoring anddata storage from live camera feeds, body worn cameras, ShotSpotter and other types of digitalEvidence.FACTOR 5- SCOPE AND EFFECTThe purpose of the work is to provide real time assistance or intervention to first responders toprevent injury to the public, prevent damage to infrastructure or property, monitor publicdisturbances, identify real threats, and provide video evidence and testimony in relatedinvestigations and cases.FACTOR 6- PERSONAL CONTACTSContacts are employees and representatives from state, local, federal partners, andprivate sector in a classified environment.FACTOR 7- PURPOSE OF CONTACTSContacts are made to provide or gather information related to viewing, collecting, and analyzingfootage obtained from the CCTV cameras territory-wide.FACTOR 8- PHYSICAL DEMANDSWork is primarily sedentary and involves light physical effort with occasional standing, walking,or reaching with hands and arms as well as lifting light objects. Some fieldwork to other agenciesand departments is required.FACTOR 9- WORK ENVIRONMENTWork is performed mostly indoors in an office setting in a central control room in front of a numberof screens. Some travel may be required to complete program-related training.
