Why does the job exist?


This position procures supplies, equipment and services needed for the Scientific Laboratory Division. Prepares purchase requisitions, purchase orders, contract ordering and other procurement documentation. Occupant of position ensures that all procurement of all goods and services is conducted in accordance with agency policies, procedures, Federal and State laws, regulations and statutes, and State Procurement Code. This position will assist the Purchasing Agent-Supervisor in preparing contracts, maintenance agreements and renewals of contracts and purchase agreements. The occupant of this position will also serve as the backup with warehouse deliveries, tracking supply inventory and other fiscal duties as assigned/needed.


How does it get done?


Create purchase requisitions and/or purchase orders in the State of New Mexico SHARE Financial System. Audit general requisition forms received for accurate funding codes, appropriate approvals and determine correct purchasing method(s) needed to process requests. Analyze backup to determine accurate price agreements or vendor quotes are attached. Maintain records for instrument service and preventative maintenance agreements.


Process change orders for corrections/adjustments needed on purchase orders. Serve as Procurement Card holder (P-Card) processing P-Card purchases in accordance with Scientific Laboratory Division (SLD) standard operating procedures, Department of Health (DOH) policies and procedures, and Department of Finance and Administration (DFA) model accounting practices (includes entering purchases into WORKS system for approval).


Order gas supply as needed and/or requested and maintain stock to ensure availability to support all SLD laboratories. Reconcile gas purchase orders on a monthly basis with Fiscal staff. Provide monthly inventory reports to Fiscal section and to Bureau chiefs (as requested). Maintain inventory database by entering all incoming/outgoing supplies in the LIMS inventory control system. Ensure that all agency policies, procedures, Federal and State laws, regulations and statutes, and State Procurement Code are adhered to. Communicate with vendors and customers via email, mail and phone

Minimum Qualification


High School diploma or Equivalency and two (2) years of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.


Employment Requirements


This position is designated a safety sensitive. Employment is subject to pre-employment and random testing, in accordance with all terms and conditions of federal and state law, rules and regulations in relation to alcohol and/or drug testing.


Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate. In state and out of state travel may be required. Successful completion of Health Insurance Portability and Accountability Act (HIPAA) is required.


Working Conditions


Work is performed in an office setting supporting a fully functional laboratory. There is extensive personal computer and phone usage, and repetitive trunk/arm/hand and neck movements. The fully functional laboratory contains biological, chemical, physical, and radiological hazards. Incumbent will be required to use all applicable safety equipment provided by the employer and follow all safety precautions specified by the employer. Ability to lift/push up to 50 lbs.
