STV is seeking a Project Manager for our Jacksonville, FL office to support various civil engineering and construction projects related to our railroad General Engineering Consulting contract. This high-paced and scope-diverse position focuses on reviewing engineering plans and contractor submittals for public infrastructure projects, coordinating with agencies and their engineers, and serving as a technical resource for our field construction staff.

While this is not a traditional design role, it offers valuable exposure to a broad range of engineered plan examples, strategies, and creative solutions not typically found in conventional engineering positions.

Primary Responsibilities:* Review engineering plans and construction submittals for projects occurring on or adjacent to railroad right-of-way to ensure compliance with approved plans and railway specifications.

  • Manage and coordinate with field engineers and personnel to provide on-site support services, ensuring contractor compliance with approved plans and submittals.
  • Develop construction estimates to support construction managers and engineering staff.
  • Conduct track design reviews on behalf of the railroad client.
  • Perform technical reviews of preliminary engineering plans, shop drawings, and construction submittals; respond to contractor RFIs (Requests for Information).
  • Interface and communicate effectively with representatives from DOTs, cities, counties, and other external stakeholders.
  • Attend and lead project meetings and conference calls; take meeting minutes, provide guidance, and make internal recommendations.
  • Evaluate various technical and non-technical construction means and methods across a wide range of project types.
  • Manage project timelines, deliverables, and coordination efforts between internal staff, consultants, and clients.
  • Track project progress, ensure timely delivery of submittals and responses, and support quality control efforts.
  • Assist in budget tracking, scope management, and risk mitigation throughout project lifecycle.


Requirements:* Bachelor’s degree in Civil Engineering; coursework in construction and/or structural engineering preferred.

  • Minimum of 7 years of relevant experience.
  • Demonstrated skills in construction or civil engineering.
  • Familiarity with MicroStation and/or AutoCAD is preferred but not required.
  • Strong organizational skills with the ability to manage multiple projects simultaneously.
  • Proficient in written and verbal communication.
  • Strong interpersonal and team collaboration skills.
  • High attention to detail and accuracy.
  • Ability to work independently and collaboratively within a team environment.


Preferred Qualifications:* Experience with railway bridge or track design.

  • Background in general civil design (e.g., drainage, roadway, land development).
  • AREMA membership or participation in other rail industry associations.
  • Previous experience working with Class I railroads or regional shortlines.
  • OSHA 10, Confined Space, or Construction Safety and Health certification.
