Office of Environmental Design (Baltimore City) is currently recruiting for a Project Manager (Environmental Analyst III) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. Nature of Work The Office of Environmental Design’s (OED) Water Programs Division (WPD) is responsible for the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Program for SHA. WPD responsibilities include ensuring SHA is working towards, achieving and/or maintaining compliance with Maryland surface water quality standards (designated uses, water quality criteria, anti-degradation), MS4 discharge permit conditions, based on the Federal Clean Water Act (CWA) to minimize pollutants entering Maryland waterways from SHA storm drain systems, and restore impervious surfaces. WPD is also responsible for achieving or maintaining waste load allocations (WLAs) or other pollutant loading targets to meet established total maximum daily loading (TMDL), including the Chesapeake Bay and local TMDLs.

This position functions as Project Manager in WPD and provides various services to support compliance with SHA’s NPDES/MS4 permit. Responsibilities include program and project planning, implementation, monitoring/inspection and credit verification, asset tracking, adaptive management, Geographic Information System (GIS) data management & maintenance, and data analysis and reporting.

Responsibilities will be accomplished through collaboration with WPD and consultant staff that include engineers, landscape architects, environmental specialists, scientists, biologists, GIS analysts and database managers, or other natural resource professionals.

QUALIFICATIONS:

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, horticulture or related sciences, forestry, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history or related fields such as ecology, landscape architecture, or environmental engineering.

Experience: Four (4) years of experience in environmental analysis, to include the development of plans, specifications, estimates, and design, OR four (4) years of experience in environmental management to include the development, implementation and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations.

Selective Qualification: Two (2) years of the required experience must include experience in a water quality related environmental management field.

Notes:

1. Possession of a master’s degree in one of the disciplines required may be substituted for one year of the required experience.

2. Possession of a doctorate degree in one of the disciplines required may be substituted for two years of the required experience.

3. U.S. Armed Forces military service experience as defined under the minimum qualifications may be substituted for the required experience on a year-for-year basis.

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
