Summary


The Project Manager is responsible for leading the planning, execution, and delivery of capital improvement and operational projects across the Sun N Lake District. Reporting directly to the Director of Operations, this role oversees all phases of project lifecycles, from scope development and permitting to contractor management and final inspection. The Project Manager ensures compliance with local, state, and federal regulations while optimizing timelines, budgets, and quality standards. This position also plays a key role in emergency response project coordination, including FEMA funding and reimbursement.


Essential Functions of Position


1. Project Management & Oversight:


  • Develop and manage project scopes, schedules, budgets, and resource plans for a range of infrastructure, public works, and capital improvement projects.
  • Lead procurement activities including development and administration of RFPs, bid evaluations, and vendor negotiations.
  • Coordinate with engineers, consultants, contractors, and regulatory agencies to ensure timely project approvals and smooth execution.
  • Oversee on-site work and conduct field inspections to verify adherence to approved plans, specifications, permits, and safety standards.
  • Proactively identify and resolve project risks and issues to ensure successful and timely completion.
  • Maintains files from conceptual drawings through final stages, as build's.
  • Keep records/files of the districts Mechanical, Electrical, and Plumbing Schematics.


2. Permitting & Compliance:


  • Manage permit application processes and maintain compliance with city, county, state, and federal regulatory requirements.
  • Liaise with permitting agencies, inspectors, and internal departments to expedite approvals and mitigate delays.


3.Budgeting & Reporting:


  • Monitor project budgets and expenditures; prepare financial summaries and status reports for the Director of Operations.
  • Coordinate FEMA or other emergency management projects, including documentation for funding applications and reimbursements.


4. Documentation & Communication:


  • Maintain accurate project records including contracts, schedules, permit logs, inspection reports, and communications.
  • Provide regular progress updates and reports to senior management, stakeholders, and the public as required.


Minimum Qualifications:


  • 3+ years of progressively responsible experience in project management, construction management, public works, or a related field.
  • Demonstrated experience managing municipal or infrastructure projects from planning through close-out.
  • Strong knowledge of permitting processes, RFP administration, and contract management.
  • Proficiency in project management software (e.g., Procore, Microsoft Project, or similar), Microsoft Office Suite, and Google Workspace.
  • Valid driver�s license and reliable transportation.


Preferred Qualifications:


  • PMP (Project Management Professional), CAPM, or similar certification.
  • Familiarity with FEMA documentation and emergency management procedures.
  • Working knowledge of Florida building codes, utility infrastructure, and inspection protocols.
  • Bilingual skills (Spanish/English) a plus.


Education:


  • Bachelor�s degree in Project Management, Construction Management, Civil Engineering, Public Administration, or a closely related field.
  • Advanced coursework or certifications in public works, construction safety (e.g., OSHA), or emergency management preferred.


Working Conditions:


  • Full-time, 40 hours/week (Monday - Friday, 8:00 AM - 4:30 PM).
  • Flexibility required to work overtime, nights, or weekends as projects demand.
  • Disaster-essential role: must be available to respond during emergency or natural disaster events (e.g., hurricanes)
