This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Job Summary

The Program Planner/Grant Manager is responsible for planning human services through design and delivery of programs that meet the access to specialized skilled professionals that help maintain or improve the independence of Minnesotans who are deaf, deafblind, late deafened, and hard of hearing and their families. The work includes needs assessments, program and systems planning, grant development, distribution and monitoring, program and systems evaluation, and consultation regarding accessible communication and programs. The population served includes pre-certified and certified ASL interpreters, people who are deaf, deafblind, and hard of hearing and their families. Responsibilities include:


  • Grant Contract Oversight: Lead, direct, manage, and coordinate grants, contracts, and related budgets. Activities include but are not limited to grantee/vendor technical assistance, progress reporting, invoice review/tracking budget development, and budget/grant revisions. Develop and administer grant contracts between DHS and community-based providers to ensure that state grant dollars are used as effectively and efficiently as possible and in accordance with contract specifications and Minnesota law
  • Program Development: Promote development or modification of existing statewide human service programs and/or service delivery systems for people who are deaf, deafblind, and hard of hearing and their families to make those programs and/or service delivery systems as effective and efficient as possible
  • Project Evaluation: Evaluate the human service needs of people who are deaf, deafblind, and hard of hearing and their families and monitor new and existing human services to determine whether they are accessible to and effective in meeting the identified human service needs
  • Program Recommendations: Develop and communicate to State Services management recommendations regarding how the current human service delivery system could be made more effective and efficient in addressing identified human service needs for deaf, hard of hearing and deafblind Minnesotans
  • Legislative Expertise: Lead in the development of draft legislation, rules, policies, and recommend amendments to existing statutes, rules, and policies as needed to ensure that effective, efficient, and accessible human services are available to deaf, deafblind, and hard of hearing Minnesotans and their families
  • Web Content: Provide support to the State Services Communication Coordinator when modifying State Services web content so that accurate and timely data, information, and relevant links are posted


Qualifications

Minimum Qualifications


3 years professional experience in program planning, grant management, or service coordination in a human services or disability services setting. Experience must include the following:


  • Experience in grant and contract management, including budgeting, technical assistance, invoice review, and ensuring compliance with state laws
  • Experience developing or improving human service programs, especially those serving individuals who are deaf, deafblind, or hard of hearing
  • Experience working with individuals who are deaf, deafblind, hard of hearing, or have multiple disabilities, with demonstrated cultural competence and sensitivity[SL1] [SL2]
  • Signing Skills sufficient to communicate fluently in American Sign Language


Bachelor’s Degree in Human Services, Public Policy, Social Work or related field may substitute for 1 year of experience OR Master’s degree in Human Services, Public Policy, Social Work or related field may substitute for 2 years of experience


Preferred Qualifications


  • Written communication, including computer literacy, due to the number and expert quality of reports, policies, procedures, and correspondence
  • Communication and organizational skills necessary to present and facilitate meetings and training sessions
  • Self-initiation and self-management practices in the development and execution of projects
  • Extensive knowledge of, and ability to understand and interpret, local, state, and federal laws, rules, and policies which directly or indirectly affect persons who are deaf, deafblind, or hard of hearing and those with additional disabilities
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
