Program Manager- Mayport/BIC

V2X is seeking a highly qualified Program Manager (PM) to lead and oversee operations for a fixed-price contract supporting base operations and facility support services across NAVSTA Mayport, MCSF-BI, and surrounding locations. The PM will serve as the primary point of contact for all contract-related matters and will ensure successful execution of all performance objectives, cost controls, and customer satisfaction benchmarks. This is a critical leadership role with high visibility and impact across multiple installations. The ideal candidate will have prior experience with NAVFAC or similar DoD engineering/facilities commands, along with strong leadership skills in managing large, organized workforces.

This position is contingent upon contract award.

Responsibilities:

Major Job Activities:* Serve as the Contractor’s primary representative for all contractual matters

• Maintain full authority to act on behalf of the company for the contract
  
• Be physically present during regular Government working hours and available on-site within one hour after hours
  
• Lead program execution in alignment with scope, cost, schedule, and performance objectives
  
• Coordinate across multiple locations to ensure compliance with contractual obligations
  
• Serve as liaison between Government stakeholders, subcontractors, and corporate leadership
  
• Support customer satisfaction through proactive communication and issue resolution
  
• Ensure timely staffing, onboarding, and performance oversight of personnel
  
• Drive continuous improvement and operational efficiency throughout the contract lifecycle
  

Working Environment:* Travel to MCSF-BI and other sites may be required.

Qualifications:

Minimum Qualifications:* 10+ years of experience managing programs/contracts of comparable size, scope, and complexity

• Demonstrated experience leading organized, multi-functional workforces
  
• Strong background with fixed-price contracts, including cost control and performance-based outcomes
  
• Prior experience with NAVFAC, base operations, or DoD facility support programs strongly preferred
  
• Proven leadership and communication skills in high-tempo, mission-critical environments
  
• Must be highly organized and capable of managing priorities across geographically dispersed teams
  

Clearance Requirement:

• Must be eligible to obtain and maintain a DoD security clearance.
  

Experience / Skills / Preferred Qualifications:* Former NAVFAC Officer or senior military engineer

• Retired Commander (O-5) or equivalent strongly encouraged to apply
  
• PMP or equivalent certification is a plus
  
• Working knowledge of Government systems and base operations (e.g., MAXIMO, IWMS, FMS)
