Non-SmokingThe City of Delray Beach is a Non-Tobacco Workplace. The City will not consider applicants who have used tobacco or nicotine products for a period of at least three months prior to application for employment. This is advanced clerical work processing applications for building and sign permits. This work involves routing plans, reviewing incoming documents to ensure easy plan review and answering all questions pertaining to permit submission and permit processing. Work is performed under general supervision.


Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.


  • Accept applications for all building and sign permits. Review forms for accuracy; explain permit procedures, fees and determine missing documents.
  • Explain and answer questions for developers, contractors and homeowners regarding application process for obtaining the permits, inspection process, and conditions of certificate of occupancy.
  • Assist the Plan Reviewers by maintaining phone contact with contractors and property owners, helping to coordinate the needed documents to complete the permitting process.
  • Process building permit applications, including but not limited to, managing intake, data input, entering information into computer system, verifying contractor credentials, processing permit fees.
  • Prepare all intake plans and documents with appropriate stamps.
  • Correspond via email with applicants regarding daily intake, i.e. permit numbers and Plan Check Fees.
  • Process Plan Check Fees and follow up with applicant in a timely manner.
  • Compile and route permit folders to the applicable disciplines throughout the system.
  • Process all building division forms, i.e. Release of Contractor, Revisions, Notices of Commencement, etc.
  • Process canceled permits.
  • Monitor and process applications received via the Building email or fax.
  • Issue Certificates of Occupancy/Certificates of Completion on certain permits at the discretion of the Senior Permit Technician and/or Permit Supervisor.
  • Scan documents into LaserFiche, when possible.
  • Retrieve certain types of records from LaserFiche, as applicable, for permit submittals and public records requests.
  • Establish and maintain good, effective, and respectful relationships with the development community.
  • Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.
  • Fosters positive employee relations and employee morale on a City-wide basis.


Minimum Qualifications

  • High school graduation or possession of an acceptable equivalency diploma.
  • Two (2) years� experience in responsible office work, construction related work preferred.
  • Knowledge of general office procedures.
  • Knowledge of construction terminology and documents.
