The Position

Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.

Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others.

The Nevada Office of Emergency Management is hiring a strategic and mission-driven Management Analyst 2 to serve as a state planner supporting the development and execution of emergency management plans and annexes. This position can be located in either Carson City or Las Vegas. This role requires expertise in planning, research, and analysis to produce actionable, federally aligned plans that enhance statewide preparedness and resilience. The planner will contribute to key initiatives like Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR), lead cross-functional projects, and collaborate across government levels. Though primarily Monday through Friday, the position includes on-call rotations, overtime and standby. The ideal candidate thrives in dynamic environments, demonstrates initiative and sound judgment, and communicates with professionalism and adaptability.

To Qualify:

In order to be qualified, you must meet the following requirements:

Education and Experience (Minimum Qualifications)


Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and two years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR graduation from high school or equivalent education and four years of professional experience as described above; OR one year of experience as a Management Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above.


Special Requirements


This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment.


This position requires a State of Nevada/FBI fingerprint-based background check as a condition of appointment and as condition of continuing employment.


Additional Position Criteria


This position requires experience with emergency management planning.


This position requires a Real ID.
