Position Summary


All Covenant House Alaska program staff work as advocates and allies for youth experiencing homelessness and human trafficking.


This position is stationed at Covey Lofts. The goal of Covey Lofts is to help transition youth experiencing homelessness into stable, self-sustainable housing by providing a trauma informed environment where youth can gain the skills and experience to be a “good tenant.†As such, this position entails regular interaction with youth with a variety of backgrounds, trauma experiences, and barriers to taking the next step into permanent housing.


The Lofts Success Navigator II provides and ensures a high quality of service delivery at Covey Lofts. They oversee the daily operations of the Lofts, including building safety, tenant management, data entry, success plan management and compliance with local, state, and federal regulations that govern CHA and Covey Lofts services. They model and uphold a strong commitment to the mission, values, and young people of Covenant House Alaska.

Essential Functions


  • Exemplify the Covenant House Mission and values to the staff, youth and the community we serve.
  • Maintain a high level of ethical standards.
  • Prioritize safety of youth, staff, and the program.
  • Responsible for collaborating with the internal tenant selection committee related to applicant selection.
  • Participate in the review and implementation of program policies and procedures and operating procedures.
  • Responsible for applicable data completion and record management.
  • Responsible for documentation of Individual Success Plans for up to 22 Lofts Residents.
  • Coordinate with Success Navigators/Success Managers throughout the CHA continuum to ensure smooth transition in case management services across the continuum.
  • Coordinate with supervisor for grant reporting needs.
  • Maintain adequate inventory of program supplies.
  • Works within CHA to help identify potential tenants and assist them with application process.
  • Facilitate new tenant move ins.
  • Facilitate tenant move outs, including discharge touchpoints, cleaning and resetting vacant rooms within 72 business hours of vacancy.
  • Maintain 90% or greater occupancy, while following the standards set in place around equity of units.
  • Assist youth with completing Alaska Housing Finance Corporation (AHFC) paperwork and upload copies within required systems, including ETO.
  • Assist tenants with lockouts and requesting replacement keys.
  • Facilitate and coordinate on-going professional communications with clients and partners to ensure compliance with all lease agreements. Complete all Agency-required data entry in ETO, including touchpoints, assessments, entry and exit data, and applications, ect.
  • Ensure all agreements, documents or required paperwork are in compliance with rules and
  • regulations outlined by all parties Alaska Housing Finance Corporation (AHFC), HUD, CHA and others).
  • Manage property, in conjunction with CHA Support Services to ensure the building is safe, secure and compliant with all required codes.
  • Communicate with Support Services regarding building maintenance and repair. Submit work orders as necessary.
  • Obtain/Maintain NSpire certification and conduct weekly unit checks to uphold NSpire standards in the building.
  • Complete routine administrative tasks timely, including timecard, credit card reconciliation, time studies, etc.


Minimum Education

Bachelor’s degree in human or social services related degree is strongly preferred. Experience can substitute for educational requirement on a year-for- year basis.

Minimum Experience

Experience working with adolescent or disadvantaged populations required; life, volunteer and internship experience will be considered.


1 year case management required. 1 year Success Navigator (any department) preferred.

Knowledge, Skills, and Abilities Required


  • Understanding of adolescent development and behaviors; demonstrate enjoyment of and ability to relate and demonstrate empathy to at-risk youth
  • Understand and incorporate Trauma-Informed Care practices into service.
  • Demonstrate cultural humility and develop positive and supportive relationships with others.
  • Knowledge of adolescent development, family dynamics, crisis intervention.
  • Knowledge of community resources available to the population of CHA.
  • Knowledge of crisis intervention, de-escalation and prevention.
  • Proficiency giving presentations, making public speaking an important asset.
  • Proficient with standard computer operating systems. Ability to learn and navigate multiple databases including Microsoft Office suite.
  • High degree of sensitivity to and respect for diversity and cultural issues involved in working with individuals of varying ethnicities and income.
  • Understand best practices in the areas of prevention, recognition, and response to
  • suspected and identified victims of human trafficking.
  • Ability to address conflict well and manage difficult youth in a supportive, non-threatening manner; Able to respond quickly and safely and is a settling influence in crisis situations and emergencies.
  • Maintain and comply with confidentially, HIPAA, CFR 42 part 2, and specialized reporting requirements.
  • Support equal and fair treatment and opportunity for all; tolerant of people and processes.
  • Ability to work independently, using good judgment, and common sense.
  • Self-motivation, initiative and commitment to ongoing learning are essential.
  • Excellent oral and written, communication skills including organizational skills and attention to detail.
  • Proficient with computer operating systems
  • Ability to adjust schedule to support program needs, deadlines, or special circumstances which may include working or being available by phone outside of normal business hours, and Holidays and/or weekends as needed.
  • Attain and maintain all required training and certifications.
  • Dedication to maintaining a continued awareness of innovative service provision to CHA�s population.
  • Leadership skills and ability to tactfully and effectively coach young people and team members.
  • Pass federal, state, and local background investigation.


Working Conditions


  • Position works in the Covey Lofts program, a commercial apartment style building.
  • Position reports and operates under the Housing Department Supervision Structure.
  • Noise level is mild to moderate, consistent with office and residential environments.
  • Must have the ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Must have the ability to observe details within close range.
  • Must be able to remain in stationary position for extended periods of time.
  • Must be able to move within the office to access files and office equipment.
  • Consistently operates a computer and related office machinery.
  • Must be able to ascend/descend stairways within a wide variety of facilities with and without the assistance of an elevator.
