Job Summary

This is a skilled position that will perform manual labor duties in the area of facilities maintenance and lead division personnel as directed by the Facilities and Fleet Manager. This position will coordinate repairs and maintenance completed by maintenance staff, other City departments and/or third parties. This position will interact with other departments, City staff and will require skills necessary to communicate, balance and prioritize tasks and requests in a timely and professional manner.


Essential Job Functions

  • Assign and coordinate the work of facilities maintenance employees as directed by the Facilities and Fleet Manager.
  • Responsible for communication of all personnel issues that may affect division operations.
  • Inspect, monitor and document general daily maintenance activities of facilities maintenance staff.
  • Perform a variety of maintenance repair work requiring skills in the performance of common maintenance activities such as, electrical, plumbing and mechanical operations, building automation systems and general repair.
  • Review and identify all short and long-term maintenance and repair projects.
  • Coordinate, monitor, maintain, and repair all named general City building infrastructures in a timely and professional manner, including; safety/security systems, roofing, windows, doors, foundation, walls, ceilings, flooring, signage, lights/electrical, plumbing, and mechanical.
  • Responsible for weekly, monthly, quarterly and annual inspections and walk-throughs, such as monthly fire extinguisher and emergency lighting checks.
  • Knowledge of and the ability to maintain backup power generator systems.
  • Estimate costs and feasibility in order to solicit contractor proposals to Facilities and Fleet Manager for review and approval.
  • Coordinate and monitor all work performed by contractors and service companies used to service City Facilities and equipment. This includes janitorial and mechanical contractors.
  • Maintain necessary record keeping for contracts, work orders and cost estimates and proposals for various building repairs and building systems.
  • Address program modifications and purchasing of new or replacement equipment regarding building maintenance. Assist in preparation of annual operating budgets that relate to maintenance operations.
  • Monitor, maintain and coordinate repairs to all HVAC equipment and software in City buildings, including complete mandatory reporting requirements.
  • Audit inventory controls such as ordering supplies, verifying deliveries, and resolving all discrepancies.
  • Effectively communicate project timelines and anticipated impacts to building occupants in a timely and professional manner.
  • Respond to emergency call outs as required, which may include snow plowing.
  • Participate in the on-call rotation which is on a rotating schedule with all Foreman and Lead Workers.
  • Perform all other necessary duties as apparent or assigned.


Minimum Requirements

------------------------


  • Two years of related facilities maintenance experience.
  • Valid Driver�s License.
  • Basic understanding of HVAC, plumbing and electrical systems.
  • Knowledge and experience of general computer applications, including the capability to learn any other programs necessary for this position.
  • Interpersonal skills, as applied to interaction with co-workers, supervisor, general public and outside contractors. As well as the ability to provide clear and effective verbal and written communications.
  • Possession of a Minnesota Second Class- Engineer, Class C Boiler�s license or higher or the ability to obtain in six months.
  • Class A Commercial Driver�s License or ability to obtain within six months of hire.
Preferred Qualifications* Two- year technical degree in related field and/or facilities management degree.
  • Two or more years of supervisor experience.
Knowledge, Skills, and Abilities

  • Knowledge, operation and maintenance of HVAC, plumbing, electrical and other mechanical systems.
  • Knowledge of building automation/Alerton System. Ability to navigate through system, change temperatures, monitor air handlers, exhaust fans and other mechanical systems.
  • Knowledge of the materials, methods, techniques, tools and equipment used in operating, maintaining and repairing buildings.
  • Ability to define problems, collect data, establish facts, draw valid conclusions and make decisions (within area of responsibility) to fulfill any facility maintenance needs.
  • Ability to evaluate and prioritize needs within the overall framework of division goals and expectations.
  • General and mechanical aptitude with ability to diagnose necessary repairs and system problems.
  • Ability to follow productive, efficient, and safe practices while under little supervision.
  • Equipment, machine and hand tool usage.
  • Ability to follow policies and regulations.
  • Ability to understand and follow oral and written instructions or directions as well as the ability to communicate clearly with others.
  • Basic computer use and operation, including the ability to learn and utilize building maintenance software - used for creating work orders and tracking all building maintenance.
  • Ability to document and maintain work order records, along with preparation of reports pertaining to the area of responsibility and in accordance with Federal and State Laws, along with city policies.
  • Ability to maintain composure under pressure.
  • Demonstrates effective organization, communication and creative problem-solving skills.
  • Capable of determining and providing suggestions to make building maintenance projects more efficient.
  • Work together with contracted cleaning service to ensure all general cleaning services are being performed.
  • Ability to establish and maintain positive working relationships with contractors, elected officials, city employees and the public.
