Job Title: Information Systems Technician I


IT Department

GENERAL PURPOSE


Performs a variety of

entry level, complex technical duties related to the day-to-day installation and maintenance of town IT systems and operations; including, network administration, telephone/data communication systems management, information resource management, systems engineering, WEB/Internet site development and maintenance, and specialized software maintenance.


SUPERVISION RECEIVED


Works under the broad policy guidance and direction of the IT Director.


SUPERVISION EXERCISED


Provides functional supervision to IT/IS end users.


ESSENTIAL FUNCTIONS


Maintains current knowledge of changes in data entry and software programs, menus, formats, back-up memory procedures, system checking operations and etc.; reads technical journals or manuals and attends vendor seminars to learn about new computer hardware and software; and may evaluate or assist in evaluating and testing vendor supplied software packages for mainframe computer or microcomputers to determine compatibility with existing system, ease of use, and if software meets user needs.


Assists in analyzing departmental layout for computers, peripheral and equipment, or modifications to existing equipment and systems; assists user to resolve computer related problems such as inoperative hardware or software; trains users in use of new software or hardware by selecting appropriate training method (handbooks, tutorials, and references); and installs or assists service personnel in installation of hardware and peripheral components such as monitors, keyboards, printer, and disk drives on user’s premises.


Troubleshoots, diagnoses, printing, directory structures, and software on file servers; software packages such as operating systems, word processing, or spreadsheet programs into computer; and answers user’s inquiries in person and via telephone concerning systems operation; diagnoses system hardware, software, and operator problems.


Acts as a primary provider of “Help Desk†services; functions as the primary contact relative to user problems and all questions concerning office automation. May provide training to computer users in both formal and informal settings on the use of equipment and application programs including Word, Excel, Access, Incode, Windows 10/2019, MSOffice, etc.


May recommend or perform remedial actions to correct problems based on knowledge of system operation; replace defective or inadequate software packages; refers major hardware problems to service personnel for correction; may assist System Administrator with making recommendations for improvements in computer system by evaluating work load and capacity of computer system to determine feasibility of expanding or enhancing computer operations; and performs other duties as required.

Assists with maintenance of systems integrity; develops and maintains backup and recovery procedures to assure system protection in the event of hardware/software failure; assures privacy and security for systems software and data base; installs, maintains, monitors and tunes operating systems, performs file conversions, integrity and security assurance tests, acceptance tests, etc.; communicates changes in content and structure of database to users.


Telephone/Data management: Installs telephone and related communications devices; installs fiber optic lines and services; establishes wireless and radio services; maintains current and up-to-date telephone database files; determines demand or file usage and facilitates ready availability for transmission between departments; assures file availability through database file management; sets up new telephone access, assigns numbers and extensions; initiate required programming changes as needed; performs technical duties related to running and installing cables and lines.


Web Development: Utilizes computer and various complex software applications in accessing internet/World Wide Web for the development and maintenance of various domains and home pages on the WWW; utilizes Hyper Text Markup Language (HTML) in programming, scripting and designing a web site and various web pages; assures proper implementation on the web and access through established protocols.


Postmaster: Monitors all internet and email transmissions for returned, undeliverable, and complaint email; analyze issues to eliminate internal errors, bad addresses, etc.; apprises sender and recipient of changes and remedies; responds to complaints, educates in various aspects of operations and policies.


Performs related duties as required.


MINIMUM QUALIFICATIONS


Education and Experience: Graduation from college with an associate degree in computer science, computer engineering, programming; systems analysis or related field; AND Two (2) years of responsible experience performing above and related duties; specific experience in the management and design of IS/DP systems is preferred; OR An equivalent combination of education and experience.


Knowledge, Skills, and Abilities:


Working knowledge system design concepts, Networking (LAN/WAN) system management concepts; information system management concepts; methods and standards for project control; hardware configurations and capabilities; operating system fundamentals; data communication concepts; Windows - Server’s systems, PC operating systems and networking documentation procedures; technical writing. Some knowledge of telecommunication equipment technology; system networking procedures and typical maintenance processes; various types of inter-related equipment, specifications and compatibilities; system programming requirements and software contingencies; basic internet functions, i.e., e-mail, ftp, www and usenet; HTML and web page design; online services and alternatives; basic web server and file system maintenance processes and procedures; proper index methodology; file conversion issues; the legal environment related to town operations; benefit costing procedures; computer applications and programs utilizing spreadsheets, statistics, etc.


Skill in use of computer systems’ architecture and configurations; operation of office equipment including menu driven personal computer systems, printers, photocopying machines, and optical scanners, etc.


Ability to communicate effectively, verbally and in writing; make basic decisions where established procedures do not always apply; perform complex analytical functions; operate personal computer and apply various program applications related to word processing, spread sheets and presentations; develop effective working governmental administrators, programmers, and system maintenance personnel; effectively manage workplace stress related to time deadlines, work pace demands, shifting priorities, and rapid changes within the information technologies industry. Demonstrated problem solving skills and able to stay calm in a fast-paced environment. Proven customer service skills with the ability to determine what the customers need or want. Team oriented placing the job first and not motivated by being in the spotlight or self-interests.


Special Qualifications:


May be required to become Microsoft Certified Engineer (MSCE), Certified Network Engineer (CNE) or equivalent certification.


Consideration will be given to those already holding such certifications.


WORK ENVIRONMENT


Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, and lifting. Common eye, hand, finger dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic domestic and international travel required in normal course of job performance.
