This position is hybrid and will require 2 - 3 days in the Raleigh, NC office each week.

BellAir is seeking a Human Resources professional with strong knowledge of labor law and a hands-on approach to HR operations. This role is critical to ensuring regulatory compliance, supporting the full employee lifecycle, and facilitating smooth internal processes across departments. The HR Manager will also serve as a central point of contact for employee support and administrative coordination.


Because BellAir employs pilots and staff across multiple states, this position requires continuous awareness and understanding of evolving employment laws and regulations in each applicable state.


Key Responsibilities:


Labor Law Compliance & HR Advisory


  • Advise management on federal and state labor laws; ensure organizational compliance across all locations
  • Monitor changing labor legislation in states where BellAir operates and adjust internal practices accordingly
  • Participate in compensation, staffing, and employee relations discussions with leadership
  • Support EEO compliance efforts, particularly as BellAir approaches the 100-employee threshold


Employee Lifecycle Management


  • Draft offer letters and employment agreements following verbal offers made by Recruiting
  • Support recruiting activities as part of the Hiring Team
  • Administer onboarding audits to ensure all personnel files are complete and accurate
  • Coordinate pilot home base address changes and submit updated information to Accounting
  • Manage offboarding process including systems access removal, equipment returns coordination, and PRD updates for pilots


Payroll Processing


  • Oversee and process company payroll, ensuring accuracy, compliance, and timely payment for all employees.


Personnel Records, PTO & Benefits Support


  • Approve PTO requests for designated staff and provide final approval for all requests in the HRIS (BambooHR) system
  • Monitor employee PTO balances and usage throughout the year

+ Proactively address employees not using accrued PTO who may risk forfeiture

+ Engage with employees who are over-utilizing PTO and work to resolve shortages

  • Ensure PTO tracking and practices align with applicable labor laws by state
  • Answer employee questions related to HR, benefits, and withholdings
  • Administer benefits enrollment and coordinate open enrollment periods
  • Maintain accurate and updated personnel records in BambooHR


Operational & Systems Support


  • Oversee uniform inventory and distribution
  • Coordinate employee tech needs and liaises with PointClick for IT support


DER - FAA Drug Abatement Program


This role serves as the Designated Employer Representative (DER) for BellAir’s FAA-mandated Drug and Alcohol Abatement Program. This is a highly regulated area requiring strict attention to FAA compliance and reporting standards. Responsibilities include:


  • Coordinating pre-employment drug testing for safety-sensitive positions (pilots and maintenance)
  • Managing the company�s random drug and alcohol testing program, including monthly selections and notifications
  • Responding to and coordinating post-accident and reasonable suspicion drug/alcohol testing
  • Maintaining testing records and managing the testing database in accordance with FAA guidelines
  • Preparing for and managing semi-annual audits and required FAA submissions
  • Ensuring timely reporting to the FAA and immediate response to any discrepancies or violations


iPad Program Support


  • Collaborate with the iPad administrator to ensure pilot iPads are properly updated, replaced, and maintained
