Human Resource Agency Partner

The Utah Division of Human Resource Management (DHRM) is seeking a Human Resource Agency Partner to deliver high quality HR services at theDepartment of Health and Human Services Field Office. As a member of these teams, you will serve as a consultant and strategic advisor to the agency management teams you support, providing comprehensive HR solutions aligned with agency missions, strategic plans, and objectives, including corrective action, performance plans, and workplace investigations.

This position is currently a hybrid of both in-office and telework days

(three days a week, in office required). One day in office will be required at the Multi-Agency State Office Building (MASOB) 195 N 1950 W, Salt Lake City, with two days in office at the Utah State Developmental Center, 895 N 900 E, American Fork, UT. Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.

Starting Pay range for the Human Resource Agency Partner is $29.62.

All candidates selected to fill vacancies at the Division of Human Resource Management (DHRM) may be reassigned to other work locations within Salt Lake or Utah counties at any time based on business need.

Preference may be given to current DHRM employees.

Primary Duties* Business Acumen: Demonstrate a deep understanding of the assigned agency's mission, strategic plans, and objectives.

• Compliance & Risk Management: Effectively advise management to maintain compliance with all applicable employment laws and mitigates HR-related risks.
  
• Talent Management Expertise: Understands talent management principles and practices, including talent acquisition, development, and retention.
  
• Change Management Expertise: Support organizational change initiatives, minimizing disruption and maximizing employee buy-in.
  
• Data Analysis & Interpretation: Create and utilize HR data to identify trends, measure the effectiveness of HR initiatives, and provide insight to business leaders.
  
• Training and Development: Design, develop, and deliver training programs to enhance manager capabilities in areas such as performance management, employee relations, and legal compliance.

Qualifications

Required Qualifications* Bachelor's Degree in Human Resources, Business Administration, related field or work related experience.

• An equivalent combination of education and experience may be considered.
  
• Proven experience in Human Resources (e.g. employee relations, training & development).
  
• Strong understanding of applicable federal and state employment laws (e.g., FMLA, ADA, Title VII).
  
• Excellent customer service and interpersonal skills.
  
• Strong written and verbal communication skills.
