The Department of Workforce Development connects Kentuckians to employment, workforce information, education, and training.


This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.


Are you a skilled grant professional passionate about making a difference? We are seeking a Grants Administrator to oversee the financial and operational aspects of our grant programs.


In this position you will play a crucial role in ensuring compliance, promoting collaboration with subrecipients, and maximizing the impact of our initiatives.


The needed skills and knowledge for the Grants Administrator position are:* Financial Management: Budget oversight, monitoring expenditures, ensuring financial compliance.

  • Grant Writing and Development: Developing and reviewing grant applications.
  • Contract Negotiation: Negotiating agreements with third parties.
  • Compliance Monitoring: Ensuring adherence to grant guidelines, laws, and regulations.
  • Communication (Written and Verbal): Providing technical assistance, writing reports, communicating with grantees and internal stakeholders.
  • Analytical Skills: Reviewing data, identifying issues, and recommending solutions.
  • Problem-Solving: Addressing compliance issues, resolving grant-related challenges.
  • Organizational Skills: Managing multiple projects, tracking data, and maintaining records.
  • Policy Development: Recommending and implementing policy changes.
  • Collaboration: Working effectively with subrecipients, internal teams, and external stakeholders.
  • Grant Management Principles: Understanding of grant cycles, reporting requirements, and best practices.
  • Financial Regulations: Knowledge of relevant financial regulations and accounting principles.
  • Contract Law: Understanding of contract terms and conditions.
  • Program Policies: Familiarity with agency policies and procedures related to grant administration.
  • Legal Regulations: Aware of laws and regulations regarding grants, contracts, and compliance.
  • Reporting Standards: Knowledge of agency-specific reporting standards and guidelines.


Key Responsibilities:* Manage and oversee financial agreements with subrecipients.

  • Develop and review grant applications to ensure they meet guidelines.
  • Monitor grant compliance and provide technical assistance.
  • Negotiate contracts and suggest policy improvements.
  • Foster a culture of excellence in grant management.
  • Perform other duties as assigned.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.


EXPERIENCE, TRAINING, OR SKILLS: Four years of research or administrative experience.


Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.


Substitute EXPERIENCE for EDUCATION: Research, administrative, or clerical experience will substitute for the required education on a year for year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Travel is required.
