POSITION: Grants Controller

SUPERVISION: This position is under direct supervision of the WRITC Chief Financial Officer (CFO).


GENERAL STATEMENT:


The Grants Controller will be responsible for ensuring the compliance of Generally Accepted Accounting Principles (GAAP) financial rule and standards for financial reporting. Ensuring compliance with 2 CFR 200 and grant specific regulations for financial reporting. Will be responsible for month-end financial statements. Responsible for managing the Federal/State Financial Reports of WRITC as required by funding agencies, confirms fiscal and performance transactions with regard to specific grant compliance, and serves as a resource for staff of grant funded programs. Ensuring fund accounting activities are properly carried out. Will be responsible for monthly, quarterly and annual financial grant reporting.


DUTIES AND RESPONSIBILITIES


  • Ensures the compliance of Generally Accepted Accounting Principles (GAAP) financial rule and standards for financial reporting.
  • Performs necessary duties such as phone cover and other clerical duties as needed.
  • Manages the overall grant contract activities in accordance with federal, state, and other funded programs to ensure compliance with the terms and conditions.
  • Review and analyze all grant related post award functions and reports including but not limited to budget and expense analysis, invoicing, reconciling liquidations and final reporting.
  • Prepare and/or review information and reports for internal and external applicable situations.
  • Ensure all grant files are maintained and current (i.e. Contracts, AFA�s signed mods, ASAP draw reports)
  • Assist in preparation for external visits, reviews, and audits, and cross-site evaluations and participates as appropriate.
  • Establish and maintain electronic and hard copy files for each grant funded program.
  • Oversee purchasing policy and ensure that purchases conform to applicable WRITC policies and standards described in 2 CFR 200.
  • Assist directors and programs with budgets and enter them into the MIP/Microix system.
  • Communicate with directors and staff to provide assistance regarding reporting actions.
  • Responsible for monthly, quarterly and annual financial reporting.
  • Assist CFO with audit preparation.
  • Bank Reconciliations
  • Providing training to others as necessary or assigned by the director/ supervisor.
  • Protects the organization�s value by keeping information confidential
  • Makes journal entries for monthly and yearly reconciliations.
  • Generates month-end financial statements.
  • Manages unearned grant revenues and grant receivables on the Balance Sheet.
  • Perform balance sheet account reconciliations
  • Ensure all year-end accounts are properly reconciled and ready for the Single Financial Audit.
  • Prepare an annual indirect cost rate proposal.
  • Protects organization�s value by keeping information confidential
  • Other job duties as assigned by the supervisor.


SKILLS & QUALIFICATIONS:

  • Progressive experience in federal grant management including procurement and subrecipient monitoring.
  • Working knowledge of WRITC governmental operations and federal, state, and contract funding mechanisms.
  • Broad base of relevant technical knowledge and skills related to accounting and financial management and procurement systems, fund accounting experience desirable.
  • Good research, data management and statistical analysis skills
  • Detail oriented with great verbal, written and interpersonal skills
  • Microsoft Office Applications, proficiency in Excel and Word
  • Ability to maintain dependable attendance, reliability, and productivity
  • Ability to maintain confidentiality and professionalism
  • Must demonstrate sound organizational skills including, but not limited to multitasking, spreadsheets, work processing and data programs
  • Demonstrate a positive attitude for meeting the general public, funding officials, tribal employees and Council members
  • Knowledge of MIP/ Microix is preferred, but not required
  • Ability to be crossed trained as determined by the supervisor.
  • Ability to train employees as determined by the supervisor.
  • Ability to take initiative and work independently with minimal supervision.


EDUCATION:


  • Associates Degree preferred
  • Applicable experience in fund accounting, administration, grant management and compliance


REQUIREMENT:


Must pass a pre-employment drug test. Must pass a background check. Must have a valid driver’s license. Must maintain strict confidentiality. Preference will be given to enrolled Eastern Shoshone and Northern Arapaho members.
