Why does the job exist?


This position is critical to the operation of the Grants Management Bureau which is responsible for receiving, tracking and reconciling federal revenue totaling over $150 million dollars, in over 100 grants.


How does it get done?


  • Ensure that all federal expenditures, revenue and receivables totaling over 100 million dollars presented in the Department of Health's financial statements.
  • Prepares monthly federal draws/posts federal revenue into the state's financial accounting system. Performs highly professional administrative work to ensure that all the Department of Health, State and Federal Rules, Regulations and Polices are adhered to.
  • Analyzes budget with multiple funding sources and projects to ensure that financial forecasting related to federal awards is accurate. Ensures compliance with the General Accepted Accounting Principles (GAAP). Advises program managers on complex budget related issues involving federal revenues and expenditures.
  • Manages the accuracy and timely submission of reports given to federal partners. Assists with the Schedule of Expenditures of Federal Awards (SEFA)/Single Audit.

Customers are DOH staff including Program Managers, Financial Staff, Budget Staff, Federal Representatives and occasionally staff from other state agencies.

Minimum Qualification


Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.


Employment Requirements


Must possess and maintain a valid driver's license.


Working Conditions


Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
