Purpose of Position: The Finance Manager provides fiscal oversight and grant compliance support for the Disaster Case Management Program (DCMP) at United Way of South Sarasota County. This position is responsible for ensuring financial accountability, budget monitoring, invoice preparation, and regulatory compliance in coordination with the CFO and the Disaster Recovery team. The Finance Manager ensures that all fiscal components of the DCMP align with FEMA, Volunteer Florida, and federal/state guidelines, supporting the responsible stewardship of disaster recovery funds.


Duties and Responsibilities


Financial Oversight and Compliance


· Monitor DCMP grant budgets to ensure expenditures align with approved budget allocations and program guidelines.


· Prepare and submit timely and accurate financial reports, invoices, and reimbursement packets in compliance with Volunteer Florida and FEMA requirements.


· Review and approve program-related invoices, tracking all expenditures and reconciling them with internal financial systems.


· Ensure internal controls and documentation meet audit and regulatory standards.


· Maintain accurate and organized records for fiscal monitoring and grant closeout.


Grant and Program Coordination


· Collaborate closely with the Director of Disaster Recovery and Resiliency to align program activities with fiscal benchmarks.


· Serve as a secondary liaison to Volunteer Florida and other external funding partners regarding financial reporting.


· Provide fiscal training and technical assistance to DCMP team members to ensure compliance with financial policies and grant conditions.


Monitoring and Evaluation


· Conduct internal fiscal monitoring of program expenditures and maintain a system for tracking budget-to-actual variances.


· Assist in developing financial policies and procedures specific to the DCMP in alignment with the Florida Disaster Case Management Base Plan.


· Support ongoing grant readiness and audit preparedness through proactive recordkeeping and process improvements.

Skills and Competencies

· Proficiency in Microsoft Excel and financial management software.

· Strong written and verbal communication skills, including the ability to translate financial concepts for non-financial staff.


· Ability to manage multiple deadlines and priorities in a fast-paced, disaster recovery environment.


· Willing and able to work a flexible schedule when necessary, including some evenings and weekends.


Qualifications:


· Bachelor’s degree in Finance, Accounting, Public Administration, or a related field preferred.


· Experience managing finances for

federally or state-funded programs, preferably in a nonprofit setting.


· Familiarity with

FEMA, DCMP, or other disaster recovery funding mechanisms is strongly preferred.


· Ability to use Microsoft Office Suite and Outlook


· Ability to work both independently and as part of a team.


· Access to reliable transportation, proof of insurance, and a valid driver’s license

Pay: $60,000.00 - $65,000.00 per year
