The Executive Officer (XO) to the Director is a strategic recruitment with growth potential. The Director of Engineering is the technical authority for all Pantex operations. Pantex is a nuclear weapons plant serving the National Nuclear Security Agency (NNSA) with a total workforce of nearly 5,000 employees. The Engineering Division provides Pantex and the NNSA with approximately 875 technical experts in support of the Pantex plant in Amarillo, Texas.


This position reports to the Director of Engineering.


The XO is an Engineer Advisor position which serves as a senior leader in the Engineering organization. The position is accountable to the Director of Engineering for the performance of the approximately 750-member Engineering organization. The position is responsible for the execution of highly technical engineering functions that comprise the vast majority of engineering work at Pantex. Work and oversight may include elements of Mechanical, Electrical, Process, Nuclear, Chemical, Structural, Systems, Design and Research and Development expertise. These components will be leveraged to develop complex work through multi-functional, multi-organizational teams solving challenging engineering, process, and business problems encountered throughout a highly-regulated site.


The XO will develop strategic plans to achieve execution of all mission and business milestones. The Engineering Division XO shall be an integral part of planning for future expansion and growth with a focus on Organizational Development and Continuous Improvement. The position will represent the division to the Executive Leadership Team as well as the National Nuclear Security Administration customers.


The Engineering Division is comprised of the following organizations: Engineering Safety Program, Engineering Technical Assurance, Engineering Technical Operations, Infrastructure and Projects, Production Engineering, and Technology Development. These organizations represent the technical authority over respective aspects of work at Pantex and provide resources to major operational groups across the plant.


The XO will serve as National Nuclear Security Administration (NNSA) Pantex Field Office (PFO) customer interface. They will also serve as Action Officer when needed to address emerging issues that require Executive or Senior Director Leadership for resolution in a timely manner. Finally, they will provide temporary assistance to tiered organizations as necessary.

Other General Position Duties and Responsibilities:

  • On behalf of Director Engineering,
  • Oversees internal, external, customer, and stakeholder relationships associated with Engineering.
  • Oversees and/or directs all phases of program and process improvements from inception through completion as the primary point of contact.
  • Oversees or consults on the establishment of communication interfaces between Engineering and customers, addressing requests for proposals, statements of work, delivery of products/services, risk management plans, and identification of period of performance.
  • Provides consultation to assist preparation and review of various documents, presentations, plans, schedules, monthly reports, etc.
  • Makes recommendations for approval and execution of Engineering projects that span multiple organizational areas of responsibility, including schedule development and execution, deliverables, and milestones.
  • Provides subject matter expertise to engineering leads in development of schedules, milestones, deliverables, and proposal.
  • Advises on the collection and assembly of information for reviews, highlights, and update metrics.
  • Conducts and/or reviews reporting on metrics/key performance indicators.
  • Leads staff in facilitating resolution of issues and participate in significant, high-level meetings on topics of critical interest.
  • Consults and/or interfaces with Senior Directors to ensure actions have been assigned and are completed as scheduled, coordinating recovery actions when tasks are not adequately completed.
  • Reviews proposals for new capability and/or expanding existing capabilities, and future scope capabilities geared toward organizational goals.

Minimum Job Requirements

  • Bachelor's degree: Minimum 12 years of relevant experience.
  • Master's degree: Minimum 10 years of relevant experience.
  • PhD: Minimum 7 years of relevant experience.
  • In addition, the applicant must meet the requirements of the Department of Energy (DOE) O 426.2 (i.e., Baccalaureate in engineering or related science, 4 years nuclear experience or a DOE O 426.2 alternative).

+ DOE 426.2 experience requirements can be satisfied following employment.

+ In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities (Ref. DOE O 426.2).

Preferred Job Requirements

  • 15 years of total relevant experience.
  • 7 years of relevant supervisory experience.
  • Experience that demonstrates competence performing at the executive level of a technical or operations organization.
  • Experience in a highly regulated high consequence production industry such as nuclear reactor, nuclear weapon or aerospace.
  • Demonstrated process improvement from ideation to remedy implementation.
