This position reports to the Engineering Director/City Engineer and is responsible for planning, organizing, directing and evaluating the Transportation, Traffic, Transit and Real Estate related activities in the Engineering Department. Primary functions of this position are to analyze and plan for transportation needs, program future projects in the transportation improvement plan portion of the capital improvement program, coordinate on legislative issues, and prepare Engineering policy options and strategies in support of City initiatives. This includes working extensively with the City of Goodyear Mayor, Council, City Manager’s Office, City Engineer, Government Relations, as well as State and Federal Governments, Maricopa Association of Governments, Valley Metro, Maricopa County Department of Transportation, Arizona Department of Transportation, and officials from other cities, towns, and other applicable agencies.
This position is responsible for overseeing the city's Transportation Improvement Program within the Capital Improvement Program by evaluating, recommending, and implementing best practices for the administration of the Capital Improvement Program to ensure delivery of on-time and on-budget projects. This individual is responsible for coordinating and development of project scopes, completing planning and construction of transportation projects, and communicating with stakeholders. This position may respond on behalf of the Director of Engineering in her/his absence.
The ideal candidate for this position will have five years or more of supervisory experience and eight or more years of experience in a government agency working with professional and paraprofessional staff, in the area(s) of transportation engineering or planning transportation capital improvement projects. The candidate will have experience working in a collaborative and fast-paced environment, with numerous stakeholders (often with competing interests), team-members and departments, to ensure successful and beneficial outcomes. The ideal candidate will work with great independence with need of minimal supervision, and will also be a self-motivated problem solver, possess excellent interpersonal/human relations skills, and demonstrate passionate support of City of Goodyear Core Values, leadership, comprehension, communication, and skills of tact and diplomacy. Finally, the ideal candidate will be a registered professional engineer in the state of Arizona or demonstrate the ability to acquire the registration within 6 months of hire.
