MISSION STATEMENT

---------------------


The Colorado Office of Public Guardianship (COPG) provides guardianship services to eligible indigent and incapacitated adult individuals who have no responsible family members or friends who are available and appropriate to serve as guardian; lack adequate resources to compensate a private guardian and pay the costs associated with an appointment proceeding; and are not subject to a petition for appointment of guardian filed by a county adult protective services unit or otherwise authorized by C.R.S. § 26-3.1-104. The COPG is mandated to be statewide by December 31, 2030.


STATEMENT OF DUTIES

The Colorado Office of Public Guardianship (COPG) is accepting applications for one (1) Data Scientist. This role will be responsible for developing and implementing a program to review and evaluate organizational success, including obtaining and tracking internal and external data, designing and conducting studies for quality control, performing cost-benefit analysis of programs and vendors, and preparing reports to communicate results.

ESSENTIAL FUNCTIONS

. Work with the Executive Director to create and implement a data management plan and to set program benchmarks and goals . Manage all program data, including data collection, data management, analysis and reporting . Design and develop data collection forms and tools . Conduct comprehensive cost-benefit analysis of proposed and existing projects, policies, and programs . Analyze Guardian metrics including housing stabilization, client health outcomes, etc. and report on results . Analyze, interpret, present and discuss data with staff to identify program trends and measure progress toward goals . Prepare reports and presentations of program data for various internal and external audiences . Develop and administer client and stakeholder surveys; analyze and report on results . Create additional qualitative and quantitative assessments as needed . Collaborate with staff to create reports and present to the Colorado legislature . Performs other related duties as needed

WORK ENVIRONMENT & PHYSICAL DEMANDS: This position is in a general office environment with the opportunity for a hybrid work schedule. Physical demands of the job include frequent talking, hearing, sitting, reaching and repetitive motions with wrists, hands, and fingers. MINIMUM QUALIFICATIONS

. Master's degree in quantitative social science discipline or related field with a strong data science training OR a bachelor’s degree with equivalent experience . Experience conducting cost-benefit analysis or economic impact analysis in a policy, nonprofit, government, or consulting context . Demonstrated experience in analyzing and interpreting financial data and preparing financial reports and financial projections . Strong understanding of basic statistics, trend analysis, and performance measurement indicators to support data driven decision making . Proficiency with tools such as Excel, R, Stata, SQL, SAS, or Python for data modeling and statistical analysis . Excellent initiative, analytical, problem-solving, and communication skills
