JOB SUMMARY

The Construction Project Manager plays a pivotal role in leading all pre-construction planning and coordination to ensure the successful execution of capital projects across the Salt Lake City School District. This role manages multi-year projects from inception to completion while meeting established budgets, timelines, and quality standards. The Construction Project Manager ensures compliance with building, mechanical, plumbing, and fire codes, guidelines from the State Office of Education, district procedures, and Board objectives. The Construction Project Manager works closely and collaboratively with internal and external stakeholders, including district staff, city and county officials, transportation, engineering, and public utilities departments, architects, contractors, and community members.

This position is responsible for managing all aspects of capital projects, while ensuring that work sites are safe and functional, and completed projects will be conducive to a positive learning environment. The Construction Project Manager will be involved in strategic decision-making in the planning, design, and development of new construction projects, facility improvements, and long-term planning, ensuring that the district’s planned projects support both current and future educational needs.

Reporting to the Assistant Director of Auxiliary Services, the Project Manager collaborates closely to develop and manage project budgets. This role requires a strong understanding of building systems and operations, as well as the ability to manage multiple projects while maintaining open lines of communication with district leadership, vendors, contractors, and other stakeholders.

MINIMUM REQUIRED QUALIFICATIONS

All positions require selected candidates to be fingerprinted and successfully pass a criminal background check. Additional minimum required qualifications for this position are:

• Bachelor�s degree in Construction Management, Engineering, Architecture, or a closely related field; OR an Associate�s degree or completion of two (2) years of college-level coursework in a related field, plus seven (7) years of full-time related work experience; OR Nine (9) years of full-time, directly related work experience may be substituted in lieu of a degree
  
• Five (5) years of full-time, paid experience in project management, pre-construction planning, or closely related job duties
  
• Experience managing multi-year capital improvement projects
  
• Strong knowledge of the International Building Code (IBC), International Mechanical Code (IMC), International Plumbing Code (IPC), fire safety standards, and Americans with Disabilities Act (ADA) compliance
  
• Experience using construction management software and tools (e.g., AutoCAD, BIM, Primavera, and similar platforms)
  
• Strong knowledge of local building and fire codes, and construction safety practices
  
• Current Utah Driver�s License and evidence of insurability; regular travel to construction sites required
  
• Ability to operate standard office equipment, computer, phone, copy machine, scanner, etc.
  
• Speak, read, write, present professionally, analyze, and interpret English written and verbal communications
  

PREFERRED QUALIFICATIONS

• Experience managing large capital improvement projects with budgets that exceed $10 million
  
• Completion of the OSHA 30-Hour Construction Training Course
  
• Project Management Professional (PMP) Certification or Certified Construction Manager (CCM)
  
• Six (6) or more years full-time, paid experience in project management, pre-construction planning, or closely related job duties
  
• Experience in a K-12 education or public employment environment
  
• Strong technology proficiency with a demonstrated ability to quickly learn and adapt to new software, tools, and systems
  

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

• Develop and oversee detailed project plans for new construction and renovation projects, ensuring alignment with district objectives and state guidelines
  
• Coordinate pre-construction activities, including feasibility studies, site evaluations, geotechnical and environmental assessments, and portable classroom relocations.
  
• Serve as the district�s point of contact and liaison for architects, contractors, state/local agencies, utility companies, and other regulatory bodies to secure necessary permits and approvals and ensure effective project communication and decision making
  
• Use project management methodologies to conduct risk assessments and establish and monitor project schedules and budgets to ensure critical project milestones are achieved
  
• Evaluate project risks and develop mitigation strategies to address hazards, potential delays, and budget overruns
  
• Collaborate with architects and engineers to review designs and construction plans, ensuring compliance with all regulatory requirements, including local building codes, ADA requirements, and district-specific needs
  
• Schedule and oversee plan reviews, bid openings, and pre-construction meetings to ensure all stakeholders align on project goals and requirements
  
• Act as a Building Code Official, overseeing mechanical, plumbing, ADA, and fire safety compliance throughout all project design and construction phases
  
• Serve as the district�s ADA representative and address accessibility compliance during the design and construction process
  
• Provide leadership and guidance to internal teams and external consultants, ensuring clear communication and accountability
  
• Facilitate building committees, providing advice, and technical input during the design and decision-making processes
  
• Maintain open communication and provide regular project updates to district leadership, school administrators and district staff, ensuring their needs are appropriately integrated into project planning
  
• Maintain comprehensive project documentation, including design records, construction plans, contractor communications, and regulatory approvals
  
• Prepare and present regular status reports for district leadership and project stakeholders, highlighting progress, challenges, and next steps
  
• Create and update records of substantial and final completion dates, change orders, proposal requests, and supplemental instructions
  
• Inspect and evaluate construction projects regularly to ensure adherence to contract documents, quality standards, and safety protocols
  
• Coordinate and collaborate with the district building code inspector, pre-construction managers, and others, providing direction and evaluating performance to maintain high standards
  
• Respond to inquiries, manage conflicts, and resolve issues that arise during the construction process, maintaining a positive and proactive approach to problem-solving
  
• Work the schedule and hours required by project needs, which may include extended hours on mornings, evenings, and weekends
  
• Work under limited supervision, use time-management and prioritization strategies, adapt to changing work priorities, and work with frequent interruptions to meet deadlines
  
• Manage a wide variety of work activities to ensure district compliance with city, county, state, and federal regulations
  
• Research new products, laws, regulations, etc. to make recommendations and offer innovative solutions for project design, management, and completion
  
• Develop and maintain strong working relationships; support a team environment; collaborate with department and other work units (e.g., district personnel, area supervisors, community organizations, etc.) to perform the duties of the position effectively and implement and maintain services and programs
  
• Show initiative and resourcefulness (anticipate needs, leverage available resources and relationships, etc.) to gather and analyze information, identify, and resolve complex issues, and develop alternative approaches and ideas to improve the situation and provide strategic solutions
  
• Participate in meetings, workshops, and seminars, as assigned, to convey and gather information required to perform job functions
  
• Maintain regular and predictable attendance to fulfill job requirements
  
• As needed, roll, push, pull, bend, reach, stoop, kneel, crouch, crawl, and lift up to 30 pounds
  
• Assist other personnel as may be required and perform other related duties as assigned to ensure the efficient and effective function of the work unit

WORK ENVIRONMENT & PHYSICAL DEMANDS

The usual and customary methods of performing the job’s functions require the following physical demands: some lifting up to 30 pounds, rolling, carrying, pushing, pulling, stooping, kneeling, crouching, crawling, and significant fine finger dexterity. Generally, the job requires 45% sitting, 25% walking, and 30% standing. This job is performed partially in a generally clean and healthy office environment, and partially in environments that involve exposure to construction sites with some temperature extremes and conditions with some exposure to the risk of injury and illness. This job also requires travel in vehicles to construction sites.
