Community Resilience Program Manager

POSITION SUMMARY

The Community Resilience Program Manager is responsible for the oversight of the Community Resilience team. This position sits at the intersection of engaging communities and ensuring that the work of the Office of Community Health and Safety (OCHS) is informed by community needs and the provision of support related to trauma that occurs in communities throughout the City.

The successful incumbent will possess expertise pertaining to developing, implementing, and facilitating community-based events and training opportunities that are trauma-informed and alignment with the principles of harm-reduction. This role focuses on equipping city residents with knowledge and skills to educate and empower their communities in a supportive, low-barrier environment and will do so in collaboration with the other programs throughout the Office of Community Health & Safety. The Community Resilience Program Manager will oversee all community engagement requests, coordinate event logistics, ensure proper staffing and materials, and provide provisional approval on OCHS-branded resources, including event flyers, social media postings, digital presentations, and the staff associated with these tasks.

They will also possess the clinical knowledge that will enable the incumbent to understand and implement, personally and via the supervision of staff, direct support to individuals who experience intimate partner violence, other categories of violent crime, and instances of trauma and grief.

WORK EXPERIENCE: The application must clearly show five (5) years of full-time experience working in government constituent affairs, community engagement, program development and implementation, cross-sector coordination, and public service. Familiarity with City of Pittsburgh diversion, homeless services, and crisis response programs is preferred. (Less than full-time experience will be calculated on a pro-rated basis.)*
EDUCATION: The application must clearly show a Master of Social Work (MSW) degree from a fully accredited institution. License of Social Work (LSW) is preferred. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)*

POSITION DUTIES

• Upholds and practices OCH&S values, emphasizing harm reduction, person-first, crisis, and trauma-informed principles.
  
• Develops and delivers educational presentations to community members and City of Pittsburgh departments/employees.
  
• Establishes and maintains partnerships with diverse community stakeholders and organizations.
  
• Collaborates with internal city offices and external partners to support community needs.
  
• Implements case management that addresses instances of trauma and guides responses by the Office of Community Health & Safety to traumatic events in communities.
  
• Engages in program coordination with internal staff, first responders, and local agencies to enhance community education and outreach.
  
• Triages and attends requests for presentations and forms of stakeholder engagement on behalf of OCHS. Updates relevant internal stakeholders afterward, such as the Assistant Director and relevant program manager(s).
  
• Engages community members and stakeholders consistently and appropriately.
  
• Supervises and provides daily task oversight to the Community Resilience Specialists, Trauma Specialists, Victim Assistance Case Manager(s), and other staff as needed.
  
• Coordinates OCHS responses and support when instances of community trauma occur in collaboration with the community resilience staff and other relevant OCHS and City staff.
  
• Provides support, guidance, and supervision to Community Partnership Specialist, including but not limited to, attendance at community events and strategically planning stakeholder engagement.
  
• Ensures alignment of branding and marketing materials with OCHS culture.
  
• Manages projects such as the OCHS newsletter and other public-facing initiatives.
  
• Coordinates and represents OCHS at events, such as City in the Streets.
  
• Performs additional duties as assigned or required.
