Client Support Services Supervisor (Exempt Position)

Independently performs the general responsibilities and essential functions in the provision of services to participants receiving services through programs administered within the Community Support Services Division.

· Plan, direct, and supervise service delivery to Participants in accordance with applicable Federal, State, local, and agency rules, laws, standards, policies and procedures.

· Protect Participant’s human, legal, and civil rights.

· Ensure all Participant Protected Health Information (PHI) is used or disclosed in accordance with HIPAA compliant practices.

· Assure services are delivered in accordance with Participant Individual Service Plans (ISP).

· Communicate changes/updates to Participant’s schedule with team members.

· Report on Participant progress toward outcomes as determined by the ISP.

· Stay informed of current innovations and trends related to the responsibilities and functions of the position. Attend required meetings and training sessions.

· Ensure disruptions to Participant services are kept to a minimum.

· Represent the interests of the Arc of Hilo onsite and in the community during contact with guests, visitors, other employees, or the public at-large.

· Perform other duties as assigned by the Director or designee on an incidental or short-term basis due to staff shortages or temporary emergencies.

• Person-Centered Planning: Participate in the development of the Participant�s Annual ISP and individualized Plan (IP) including implementation, oversight, and reporting.
  
• Direct Supports: Ensure appropriateness and competency of Direct Support Workers (DSW) assigned to Participants through initial training, face-to-face supervisions of service implementation, and corrective feedback.
  
• Health and Safety Issues: Ensure that supplies, equipment, and settings where services are provided are safe. manage identified health & safety risks, implement P&P relating to participant injuries and/or adverse events, and promote consumer rights regarding health and safety issues.
  
• Financial Activities: Ensure Participants receive supports with banking and other financial matters: developing, managing, and implementing household budgets; developing contracts for services with outside vendors; completing audits of household and consumer finances.
  
• Maintain Support Networks: Support participants to manage their Circle of Supports (e.g. family members, community members, and professionals and through coordination of personal planning sessions in collaboration with the individual served).
  
• Maintenance: Ensure that upkeep of the Participant�s home, vehicle, and personal property is maintained.
  
• Coordinating Vocational Supports: Coordinate vocational training and job opportunities for Participants through advocacy, supporting people in completing daily job tasks, assisting Participants to meet quality standards, find and develop jobs for people, and effectively network with other supporting agencies.
  

• Training and Staff Development Activities: Coordinate and/or provide training for new or current staff. Maintain training records, encourage growth and self-development (identify, recommend, and/or provide for in-service staff development training needs).
  
• Staff Relations: Develop and maintain positive staff relations, facilitate teamwork, employ conflict resolution skills, provide constructive feedback.
  
• Public Relations: Cultivate and maintain a positive reputation with members of the community, participate in community forums advancing the rights and interests of persons with disabilities, advocate for the Participant rights, develop materials for presentations or distribution (hard copy or digital formats).
  
• Scheduling and Payroll: Schedule Participant service coverage to ensure proper staffing levels are maintained; review/approve service documentation and prepare service provision data for billing.
  
• Coordinating Policies, Procedures and Rule Compliance: Maintain knowledge of current state licensing rules and regulations, agency policies and practices, and protection of individual consumer rights. Participate in the revision or development of policies and procedures.
  
• Office Work: Perform clerical tasks, advanced skills in using and troubleshooting tech devices, office computers, and other machinery, ensure that work areas are kept neat and clean/sanitary.

MINIMUM REQUIREMENTS

1. Current license, education and/or experience :

• Bachelor�s degree from an accredited college or university in social sciences or education
  
• Bachelor�s degree from an accredited college or university in another field with one (1) year verifiable experience working directly with individuals with disabilities or the elderly
  

2. Current State of Hawaii driver’s license and access to a reliable, enclosed, 4-wheel personal vehicle.

3. Current CPR and First Aid Certificates.

4. Current TB clearance.

5. Pass criminal history and Protective Services Central Registry (Child and Adult) clearances.

6. Acceptable traffic abstract.

7. Able to safely operate and transport Participants and/or employees in company owned vehicles.

8. Pass a pre-employment physical, drug screening.

9. Read, write, and communicate in standard English.
