  • Job responsibilities: Oversee the supervisors of the residential programs IRTS programs (Intensive Residential Treatment Services), collaborate with the Clubhouse on the independent living locales, Ensure staff complies with all affordable housing funding requirements (either own staff or dotted line to Finance), leading housing expansion via real estate exploration and contract negotiation on purchase or construction, and managing maintenance team or outsourcing for facility safety and upkeep.


Overview BJC Behavioral Health is a community health center that provides and coordinates behavioral health services for more than 8,000 seriously mentally ill adults and seriously emotionally disturbed children in St. Louis City, St. Louis County, St. Franà§ois, Iron and Washington counties. As an Administrative Agent of the Missouri Department of Mental Health (DMH), BJC Behavioral Health serves as a major point of entry for people eligible for mental health services funded by DMH and is responsible for serving as gatekeeper to the public mental health system.


Preferred Qualifications Role Purpose


The Residential Programs Manager leads the Residential and Facilities Teams including quality Intensive Residential Treatment Services (IRTS) programs and Clustered Housing Services, along with ensuring collaboration from Community Support and Occupational Health for all residents. Facilities include compliance with funding sources such as the US Department of Housing and Urban Development (HUD) and Missouri Housing Development Commission (MHDC) on all properties, alongside real estate maintenance on all properties. The Residential Programs Manager will lead initiatives toward expansion of housing options, both owned and regionally offered.


Responsibilities


  • Manages individual(s) including but not limited to: onboarding and hiring, training, workload management & performance evaluations, conducting professional development plans as needed. Ensures that the productivity and actions of that group meet/support the overall operational goals of the department as established by department leadership.
  • Develops and adheres to departmental staffing, revenue and/or expense budgets. Responds to changes in the business which may affect the ability to achieve the budget goals.
  • Assures compliance with Department of Health and Senior Services (DHSS), Department of Mental Health (DMH), Intensive Residential Treatment Services (IRTS) and Committee for Accreditation of Rehabilitation Facilities (CARF) regulation at two residential care facilities to provide safe, patient oriented care for residents. Conduct routine audit procedures to assure adherence to DHSS medication administration and documentation requirements, complete medical records, current emergency contact information.
  • Assures compliance with all affordable housing funding requirements, including HUD (Housing and Urban Development) and LIHTC (Low-Income Housing Tax Credits). This includes reporting and certification of resident eligibility along with property maintenance expectations.
  • Leading housing expansion initiatives with both programmatic and independent living arrangements which include representation of organization within real estate, construction, and renovation opportunities.
  • Project management of all facilities outside of residential units including budget, safety, and adherence to all local, state, and federal guidelines.
