Under general supervision of the Accounting Administrator II, the incumbent supervises staff engaged in fiscal transactions and fund reconciliations for the California Department of Fish and Wildlife (CDFW) Fiscal Services Division, which involves planning, directing, training, and evaluating team operations while reviewing monthly reconciliations and year-end financial statements. The incumbent develops and implements fiscal procedures aligned with control agency requirements and management objectives, oversees bond and Plan of Financial Adjustment transactions to the State Controller’s Office (SCO), and provides expert guidance on revenue and expenditure coding. They resolve intricate fiscal challenges, coordinate budget reporting, and act as liaison to both internal units and external agencies-including the Department of Finance, SCO, State Treasurer’s Office, FI$Cal, and the State Auditor-while maintaining transparent communication with all levels of the Directorate.


The position is headquartered in the Natural Resources Building located in downtown Sacramento. The office is right next to Light Rail for an easy commute and features ergonomic furniture, panoramic downtown views, a free employee gym, a cafeteria and bodega, and adjacent childcare.

Working Conditions


Ability to use a computer keyboard several hours a day. Involves sitting most of the time but may involve walking or standing for brief periods. May be expected to work as many hours as necessary and limited time-off may be granted during the year-end Financial Statement period. May be required to attend offsite meetings and trainings via private or public transportation. Headquartered in a high-rise building located in downtown Sacramento. This position offers the possibility of a hybrid telework agreement based on the Department’s current Telework Policy. Work with staff statewide to complete work assignments.

  • Experience in accounting, budgeting, system, and financial analysis.
  • Experience managing operations in a multi-funded department or complex fiscal environment.

  • Strong knowledge of governmental accounting standards, including Generally Accepted Accounting Procedures (GAAP), State Administrative Manual (SAM), Uniform Code Manual (UCM), and Government Code.
  • Proficiency in using financial systems, such as FI$Cal or similar platforms.
  • Skills in Microsoft Office (Outlook, Excel, Access, Teams, Power BI, etc.) including financial modeling, and data analysis tools.
  • Experience in overseeing accurate and timely month-end and year-end closing financial activities.
  • Strong attention to detail and analytical skills with the ability to identify trends, variances, and problem areas in accounting and financial operations.

  • Ability to qualify for a fidelity bond.
  • Experienced in preparing and reviewing year-end financial statements and related reports.
